Item 1.2 - Update of Terms of Reference

  1. The Pricing Reference Group (PRG) NOTED the update to the Terms of Reference and PRG membership.

Item 1.3 – Conflicts of interest

Item 2.1– Pricing Strategy

  1. The PRG AGREED to the National Disability Insurance Scheme (NDIS) Pricing Strategy.

Item 2.2 – 2018-19 Annual Review of Costs, Efficiency and Price Controls

  1. The PRG DISCUSSED: (a) how new information has arisen since the Independent Pricing Review (IPR) that required re-examination of the price controls and arrangements in the NDIS and the adequacy of the current price limits in a market that is not transitioning as fast as anticipated.

(a) a wages component indexed by the increase in Average Weekly Earnings; and (b) a non-wages component index estimated as the percentage increase in the CPI in the 12 months to March 2019.

  1. The PRG AGREED TO RECOMMEND TO THE NDIA BOARD that existing and new plans should be adjusted to reflect the changes in the price limits for therapy services with effect from 1 July 2019 as part of the annual indexation of plans.

Item 3.1 – Western Australia Market Review (Update)

  1. The PRG NOTED the update on the WA Market Review.

Item 4.1 – Inclusion of ‘assistance with personal care’ support item for Short Term Accommodation (STA) providers

  1. The PRG AGREED to the recommendations for the inclusion of new support items for STA providers, subject to further work to address how these items will be monitored and audited by the NDIA.

Item 4.2 – Technical updates to Assistive Technology (AT) support items

  1. The PRG AGREED to the four recommendations set out in this paper to address technical changes to be made for several AT support items.

Item 4.3 – Pricing Issues associated with the transition of funding for Australian Disability Enterprises (ADEs) to the NDIS

  1. The PRG AGREED, in principle, on the pricing arrangements for ADEs supports to be in line with the current pricing arrangements for group-based community and centre activities. This is pending finalisation of the policy by the Agency.
