  • Disability Support Worker related supports: The NDIS Disability Support Worker Cost Model determines price limits. Minimum wage decisions are considered; impact on Aged Care award monitored due to a potential workforce supply effect following its increase (by how much? Not clear).
  • Therapy: Half active Scheme participants access therapy; since no recent increases in prices over four APR cycles, a gap between NDIA pricing caps has narrowed compared against other government schemes/private billing rates.
  • Plan management: Participation with plan managers significantly increased recently, but there have been no recent price cap adjustments since three prior APR rounds.
  • Support coordination level two/level three support coordinators haven’t received any price cap raises within past three APR periods. A recommendation from last year’s APR suggested developing an STC cost model for this area.
  • Cancellation policy: Policies affect flexibility when arranging services at appropriate times and locations. It was recommended that further consultation be conducted regarding appropriateness of current seven-day cancellation period policies as per the previous year’s report. The National Disability Insurance Agency is advised by the sector about these matters regularly through feedback mechanisms provided internally during consultations.

4.3 In addition to topics outlined under 4.2., standalone issues raised based upon internal consultations include- * Provider travel: The ability allows providers claiming labour costs (salary) & non-labour expenses like fuel or parking if cancelled; however given a typical one-week notice requirement coupled alongside opportunities available elsewhere due high service demand levels - it should only apply where absolutely necessary according to industry input gathered via such forums; it also suggests visiting multiple participants in same location on single day can help reduce impact/costs associated therewith economically. * Short Term Accommodation including respite care: Some concerns exist around misuse of STA funds towards holidays, Airbnb etc.; some believe current pricing limits are too generous while others suggest they may have been used improperly.

Proposed Approach for 2023-24 Annual Pricing Review Consultation Period

5.1 It’s proposed this review will extend beyond usual timeframe with more comprehensive engagement expected from mid-November [year not specified] till early February next year, involving two concurrent phases:-

  • A consultation paper encouraging written submissions from public stakeholders involved directly/indirectly within NDIS ecosystem.
  • National workshops involving key groups mentioned above aiming at increasing diversity representation amongst indigenous and culturally diverse communities along regional remoteness spectrum thereby providing alternative avenue wherein feedback sharing becomes easier than traditional submission methods.

Scope of the Annual Pricing Review

  • The National Disability Insurance Scheme Review
    • The NDIS Review is expected to provide a final report to the Disability Reform Ministers’ Meeting by October 2023. The report will make findings and recommendations which may require revisions to the APR ToR for both the NDIS review’s terms or reference as well as those related to violence against disabled individuals.

(f) be financially sustainable.

Process and timing

  1. The APR will commence in November 2023 and deliver updates and recommendations to the NDIA’s Board, for implementation from 1 July 2024.
