Changes to funding periods

From 19 May 2025, different funding periods will be introduced to new and reassessed plans.

This change will be rolled out gradually. Participants will not be impacted until they receive a new or reassessed plan.

Funding periods in NDIS plans are not new. Changes to the NDIS Act introduced funding periods in October 2024. All new and reassessed plans since then have included 12-month funding periods.

We have been working to implement system changes to enable us to implement both longer and shorter funding periods.

The NDIA sets the length and amount of funding periods in line with NDIS laws, taking into account a participant’s individual needs and circumstances. This includes things like:

  • preferences
  • any risks with overspending
  • any risks of harm, fraud, or financial exploitation.

Funding periods will usually be set at 3 months on the basis this gives flexibility to participants but also helps participants manage budgets. This approach makes sure funds are available at regular intervals and supports consistent use of funding over the length of the plan.

We know sometimes more funding is needed at the start of a plan, for example to buy assistive technology or for home modifications. In these cases, more funding will be available upfront.

Others supports like Supported Independent Living (SIL) and other high-cost, regular supports will have monthly funding periods, to better align with service delivery.

A funding period is the time during which part of a participant’s funding is available. This can apply to the total funding amount (whole plan) or specific funding components.

Funding periods don’t change the total amount of funding in a participant’s plan, only when the funding becomes available.

Participants can only use funding available in the current funding period. Claims for supports that go over the available funding will not be paid.

If a participant doesn’t use all their funds in one funding period, the unused amount will roll over to the next funding period within the same plan. Unused funds won’t carry over into new plans.

Staged funding is a common approach across Australian Government programs.

Consultation and feedback

We have been consulting with the Independent Advisory Council (and Reference Group), disability representative and carer organisations, co-design working groups and participants about funding periods since March 2024.

More recently, we undertook consultations with the Self-Management Advisory Group and Participant Safeguarding Co-design Group to inform operational policies for NDIA delegates on funding periods.

There was broad support for using funding periods — particularly for longer plans, to help
