1.A - Participant plans are reviewed regularly to ensure they continue to meet individual needs. In accordance with the National Disability Insurance Scheme Act 2013 (NDIS Act), sections 45 and 45(5), invoices must be processed within the relevant plan period. If the available funds have been exhausted during that plan period, the NDIA may assess the request based on the supporting evidence provided. This assessment may consider factors such as a change in circumstances or other relevant documentation.

Please note that the NDIA cannot access or transfer funds from a subsequent plan period for supports that were not delivered during that period. Each plan is treated as a distinct funding arrangement, and expenditure must align with the timeframe and conditions of the specific plan in which the supports were delivered. Participant plans are developed to meet the participant’s individual circumstances and must align to the reasonable and necessary criteria outlined in section 34 of the NDIS Act. The NDIA must comply with the statement of participant supports and ensure that funds are spent in accordance with participant plans.

1.B - Participants should be supported to exercise choice and explore opportunities for informed decision making in the pursuit of their goals and in the planning and delivery of supports. This choice extends to the way a participant’s funded supports are managed, choice of provider, including choice of plan manager. Plan management providers must provide a participant with regular (at least monthly) reports of plan expenditure and the balance of funds remaining in a participant’s plan. The plan management providers must also alert a participant of any risks associated with plan spending on services that will exceed a participant’s NDIS plan limit, or paying for supports and services not funded by the NDIS in a participant’s plan as stated in the Guide to Plan Management September 2020.
