3 Understand the home and living category in PACE

A participant can use home and living supports flexibly within the Home and Living support category. This means the participant can use their home and living funding flexibly between supported independent living (SIL), individualised living options (ILO) and medium term accommodation (MTA) supports only. Home and living supports aren’t flexible with other core supports like assistance with daily life (ADL). To learn more, go to article Support Categories.

When the participant’s plan moves to PACE, you’ll need to understand their current situation to make sure their plan meets their current home and living support needs. You must allocate all home and living supports the participant will need to the Home and Living category in PACE.

You’ll need to make further considerations if the participant is approved to receive home and living supports in their plan but isn’t living in their long-term home. To learn more, go to article Understand interim supports when there are expected changes to a home and living situation.

If the participant has been using core supports flexibly to pay for their home and living supports, explain to them they must now use funding from home and living category for any home and living supports.

If the participant is using their SIL supports for both SIL and ADL, you’ll need to talk with the participant to understand if they still need both supports. If so, you’ll need to understand how to separate these supports. You must allocate the appropriate funding to the home and living category and ADL category.

4 Understand the Home and Living recommendation

When considering home and living supports to include in a participant’s plan, you only include supports determined by the home and living team. When reviewing the home and living outcome, consider how long ago we made the recommendation. If the home and living supports are still suitable for the participant, use the original home and living recommendation to add home and living supports in the participant’s plan. If the home and living supports are no longer suitable, consider if the participant needs a plan change. For more information on plan changes, go to article Make a plan change decision.

When reviewing the home and living recommendation to decide if it still meets the participant’s support needs, you should also consider if the flexible core supports in their current plan are still suitable. Always consider the participant’s current situation when allocating supports to the correct category.

Note: when you include home and living supports, make sure you add a home and living provider relationship for Agency-managed supports. This is mandatory to make sure the provider can access funds. To learn more, go to article Add or update a provider relationship.

5 Understand the home and living recommendation

Consider the home and living recommendation when deciding what other supports to include in the participant’s plan.

Find the home and living recommendation in:

  • PACE – in the Decisions tab in the participant’s most recent completed Housing Application case.
  • SAP CRM – in the Interactions or Inbound Documents.

The home and living team usually break down their recommendation into 5 sections.

5.1 Home and living supports recommendation

This section shows the home and living support amount determined by the home and living team. This is the amount you add in the Home and Living category. You still need to speak with the participant about their individual home and living support needs and circumstances to make sure the outcome reflects their current situation.

5.2 Summary of the home and living recommendation

This is a summary of the recommendation and how the home and living team calculated the amount. The summary includes:

  • the home and living hours
  • the ratio of supports
  • overnight supports the participant needs
  • the intensity level the participant needs
  • the remote loading applied to the recommendation
  • an outline of other supports (if any) the home and living team considered when deciding the home and living supports. For example, in the Assistance with Social, Economic and Community Participation category, or supports which informal supports would provide.

5.3 Supports in addition to the home and living recommendation

This section displays any recommendations for other supports. You add these supports in the appropriate support category if you decide they’re reasonable and necessary to include in the participant’s plan. For example, supports in the Assistance with Social, Economic and Community Participation category. You include this support in the Assistance with Social, Economic and Community Participation category, not the Home and Living category. You’ll use similar ratios outlined in the home and living support recommendation.

You only add supports that are suitable for the participant’s current situation. For information about understanding the support categories, go to article Support Categories.

5.4 Specialist Disability Accommodation (SDA) eligibility recommendation (if any)

If the participant is eligible for SDA, this section displays:

  • the SDA design and build type
  • number of residents
  • location of dwelling
  • the amount the participant is eligible for.

You add this support in the SDA category if the participant is currently living in an SDA enrolled dwelling. If the participant is eligible but isn’t currently living in an enrolled dwelling, go to section The participant hasn’t located an SDA enrolled dwelling in article Add specialist disability accommodation (SDA) funding.

Note: a plan change request (s47A) for SDA funding can only be considered when the participant tells us they’ve located a property and they’re able to move in after the $1 placeholder amount has been added to their plan. To create a plan variation, go to Create a plan variation (s47A) request. If the participant needs more changes to their plan, you may need to consider a plan reassessment.

5.5 Reasons for the recommendation

This section displays the reasonable and necessary justifications for the home and living recommendation. For more information on why we record justifications, go to article Add budget justifications.

6 Determine the support category

Use the home and living recommendation to help you decide which support category to add the participant’s supports to. You should consider the participant’s current situation as this may have changed since the home and living recommendation.

6.1 Home and living

Use the home and living recommendation to determine the home and living amount to add to the participant’s plan. You can find this in the Home and Living supports outcome section.

Note: only add this support if the participant is currently living in their long-term home and living arrangement. You’ll need to make further considerations if the participant is approved to receive home and living supports but isn’t living in their long-term home and living arrangement. Consider if the participant needs need any additional supports to help them transition to their long-term home and living arrangement. The supports you add in this category are stated home and living supports. These supports are part of the service agreement between the participant and their home and living provider. These supports can’t be separated from other home and living supports.

6.1.1 Example 1

The home and living recommendation is for SIL supports for the participant with two other people for $317,322.28 per year. This amount includes both regular and irregular support. The participant tells you they’ve moved into their SIL arrangement. You add $317,322.28 in the Home and Living category.

6.1.2 Example 2

The participant has already used their ILO Stage 1 Exploration and Design funding to find a suitable arrangement. The home and living recommendation is for ILO Stage 2 Support level 1 for up to $105,000 per year. The participant tells you they’ve moved into their ILO arrangement. You confirm the recommended amount meets the reasonable and necessary criteria. You add $105,000 funding to the Home and Living category.

6.1.3 Example 3

The participant lives in a residential aged care facility. The participant receives assistance with daily life tasks provided by the facility. They pay a Daily Accommodation Contribution for this support. This payment meets the reasonable and necessary criteria. You add this support to the Home and Living category.

Make sure you don’t duplicate funding between the Home and Living category and other core support categories. All funding should meet the reasonable and necessary criteria. This is so we don’t fund participants for the same support in multiple categories. 6.2 Assistance with Daily Life

When adding funding to this category, use the information in the section Supports in addition to the home and living recommendation. Consider the participant’s current situation as this may have changed since the home and living recommendation.

These supports are flexible home and living supports and they’re included in the service agreement between the participant and their provider. The home and living provider may, or may not, provide these supports. Consider if there are any other supports to include in this category.

6.2.1 Example 1

The participant needs personal care supports before they move into SIL accommodation. Add these supports in the Assistance with Daily Life category. Check if you need to move funding from the Home and Living category to the Assistance with Daily Life category.

6.2.2 Example 2

The participant lives in their own SDA dwelling on the same site as others. They have regular supports in place with the SDA provider but sometimes need unplanned support. They can call on onsite shared supports that they share with others on the same site. Add this support in the Assistance with Daily Life category. This is an irregular support. You’ll only add this when the home and living team recommends this support.

6.3 Assistance with Social, Economic and Community Participation

You’ll find these recommended supports in the section Supports in addition to the home and living recommendation. Consider the participant’s current situation as this may have changed since the home and living recommendation.

The recommendation will tell you how many hours the home and living team advise. You should check the Assistance with Social, Economic and Community Participation ratio against the ratio in the SIL recommendation. You should also consider the participant’s current situation as it may have changed since the home and living team made their recommendation. This includes evidence about their current support needs and opportunities to share supports.

6.3.1 Example 1

The home and living team recommend 40 hours of support to engage in community and recreational activities. They also recommend a ratio 1:3. If the participant’s situation hasn’t changed, add these supports in the Assistance with Social, Economic and Community Participation category.

6.3.2 Example 2

The home and living team determined the participant needs 20 hours per week of regular and ongoing support at work. If the participant’s situation hasn’t changed, add these supports in the Assistance with Social, Economic and Community Participation category.

6.4 Consumables

If the home and living team recommend these supports, you’ll find these in the section Supports in addition to the home and living recommendation. These are flexible supports to help with purchasing everyday use items. For example, consumables and low-cost assistive technology (AT). Before adding this support to the plan, confirm if the participant still needs these supports.

6.5 Specialist Disability Accommodation

If a participant is eligible for this support, you’ll find this information in the home and living recommendation. It will be under the section Specialist Disability Accommodation eligibility recommendation (if any).

6.5.1 Example

The participant is currently living in an SDA enrolled dwelling. They’re eligible for design category - fully accessible, dwelling type - house, 2 people and location - West and North Tasmania. The maximum amount is $71,811 for 2023/24 year. Compare this amount to the enrolled dwelling amount and use the lesser of the two.
