Understand social and community participation supports for a participant in a shared living arrangement - Case examples

Guidance in this document is not approved for use unless you view it in PACE.

This article provides guidance for a planner delegate, home and living delegate, liaison officer (HLO/JLO), review officer or planner (non-partnered area) to use the plan conversation support tool to develop the social and community participation (SCP) budget for a participant in a shared living arrangement.

Case examples

Below are some examples of how to include SCP supports for a participant in a shared living arrangement. Remember, each participant’s situation is different. For example, participants with similar support needs may access the community more or less in their week.

It’s important to consider all available evidence and the NDIS funding criteria (external) for all your decisions. The supports you fund must be reasonable and necessary individually, but also as a package of supports. Note:

• Centre running costs, also called centre capital costs (CCC), and non-face-to-face costs

(NF2F) for a centre-based activity if required, can be calculated using the PCST. • NF2F costs can only be claimed for group-based supports. To learn more, go to section

For Internal Use Only Case Example 1 – Partial and full level of support for centre-based group activities and access to the community

Note: A partial level of support might look like one support worker supporting 2 participants. A full level of support might look like one support worker supporting one participant.

Scott meets access for a severe intellectual disability and a physical disability. Scott uses an attendant-propelled power wheelchair to move around in his home and in the community. He uses a Percutaneous Endoscopic Gastrostomy (PEG) feed for all meals and medication. Scott lives in a shared living arrangement with one other NDIS participant. Scott needs individual, active support with his personal care tasks and a hoist for transfers with 2 staff assisting.

Scott can’t be left alone even for short periods due to his disability-related support needs, so he needs a full level of support when in the community. In centre-based programs, however, he can be supported with a combination of partial and full support levels, as there are fewer risks in the centre. Therefore, it’s reasonable to fund different levels of support, depending on the activity.

Scott’s program of supports:

• Monday: 3 hours of individual community access for medical appointments and personal

shopping • Tuesday: community access for a movie group, who meet at the cinema. This is from

10am to 2pm • Friday: centre-based music activity. This is from 1pm to 4pm • Wednesday, Thursday, Saturday and Sunday: days at home.

Using the PCST, it would be reasonable to fund:

• Monday and Tuesday: 7 hours for access to the community at full level of support (one

support worker supporting Scott) • Friday: 3 hours for centre-based, group support. One hour at full level of support (one

support worker supporting Scott) and 2 hours at partial level of support (one support

worker supporting Scott and one other participant in the group).

Go to Assistance with Social Economic and Community Participation support category in the PCST to calculate Scott’s supports.

• Support item: Group Activities - Standard - Weekday Daytime • Ratio of support: 1:1 (this provides a full level of support for Scott) • Quantity: 1 (1 hour of full level of support Scott needs on Friday) • Frequency: 52 weeks • How often: years.

Note: While programs may only run for 48 weeks, including funding for the full 52 weeks will make sure the participant is supported during the 4 week program closure.

Centre capital and non-face-to-face costs

To work out CCC for centre-based activities, in Group and centre based activities select:

• Support item: Centre Capital Cost • Ratio of support: 1:1 • Quantity: 3 (length of time for centre-based activities each week for Scott)

this for NF2F) • Ratio of support: 1:2 (1:2 ratio provides flexibility in the budget to claim costs negotiated

by the participant and their service provider) • Quantity: 3 (3 hours is suitable as Scott has complex needs) • Frequency: 48 weeks (this activity runs for 48 weeks of the year) • How often: years.

The weekly schedule of activities equals 10 hours. This means you’ll:

• include a combination of partial (2 hours) and full (8 hours) levels of support for 10 hours

per week in the Assistance with social, economic and community participation support

category • include CCC and NF2F costs where relevant • consider the entire package of supports and confirm there’s no duplication. Do this by

reviewing the recommended hours of Other supports in the current home and living

calculator (HALC). To learn more, go to article Understand social and community

Case Example 2 – Minimal level of support for access to the community

Note: A minimal level of support might look like one support worker supporting 3 participants at all times.

Zandra meets access for a moderate intellectual disability. She recently applied and was found suitable for a shared living arrangement, sharing with 2 other NDIS participants. Zandra currently lives with her sister. Zandra can complete her own personal care tasks, can move independently and communicates verbally. Zandra can take part in larger group activities and needs minimal support to participate. She also has a good network of informal supports that help her to access the community independently.

Zandra’s program of supports:

support (one support worker supporting Zandra and 2 other participants).

hours per week in the Assistance with social, economic and community participation

support category • include CCC and NF2F costs where relevant • consider the entire package of supports and confirm there’s no duplication. Do this by

Case Example 3 – Combined levels of support for centre-based group activities and access to the community

Note: A minimal level of support might look like one support worker supporting 3 participants. A partial level of support might look like one support worker supporting 2 participants. A full level of support might look like one support worker supporting one participant.

Namsup meets access for cerebral palsy (GMFC scale - level 2) and a moderate intellectual disability. He uses a 4-wheeled walker to move around and finds it difficult to communicate clearly. Sometimes he needs a communication partner for complicated discussions. He needs some individual active support from the home and living category, shared supports funding to make sure he is understood when interacting with people. Namsup lives in a shared living arrangement with 2 other NDIS participants and has no individual support hours in this home environment. He is independent with his personal care routine, mealtimes and, with some verbal prompting, completes his domestic and household tasks.

Previously, Namsup has experienced falls so he needs supervision when walking long distances. Namsup has a goal to access the community and make friends by engaging with social networks to reduce isolation. He would also like to meet a partner.

Namsup’s program of supports:

12pm • Thursday: centre-based activities, an art and craft session in the morning and an

afternoon Zumba class. This is from 9am to 4pm • Friday: community access including an introduction to sport, which varies each week.

This is from 9am to 4pm • Saturday: day at home • Sunday: family pick Namsup up for 2 hours for a family lunch.

Using the PCST, it would be reasonable to fund:

• Monday and Thursday: 13 hours for centre-based activity at a minimal level of support in

a group (one support worker supporting Namsup and 2 other participants) • Tuesday and Friday: 12 hours for access to the community at a minimal level of support

(one support worker supporting Namsup and 2 other participants) • Wednesday: 3 hours for access to the community. One hour at full level of support (one

support worker supporting Namsup) and 2 hours at partial level of support (one support

worker supporting Namsup and one other participant in the group) • Sunday: 2 hours each week Namsup is with his family. No funded support is needed as

they will provide support during this time.
