Plan conversation support tool (PCST) summary

Pre-requisites

Make sure you have: • read and understood article Understand and update the plan conversation support tool • understood the participant’s disability-related support needs • understood the participant’s informal, community and mainstream supports • received internal advice for any supports that need mandatory advice, this includes the Technical Advisory and Practice Implementation (TAPI) branch • made a decision to fund the supports using the NDIS funding criteria and relevant Our Guideline.

Procedure

  1. Answer questions for Participant details

  2. If you’re completing a:

• new plan or plan reassessment, record participant support needs in the relevant support categories

• plan variation or internal review, complete the budget update.

  1. Review the PCST summary and recommendation to understand next steps

Note: Record factual and accurate information in the PCST as it forms part of the participant’s record and must be added to the case. It can be shared with the participant if they ask for a copy of their budget breakdown or ask to see information on their record through the Participant Information Access process or FOI process.

Procedure

  1. Record the additional supports needed to be added or removed from the relevant support category. Note: Don’t record supports from the original funded amount.

  2. Select the instalment type from the drop-down options. If you select: • Recurring, this will generate an annual amount • Regular, this will generate a monthly amount • Once-off, this will generate the total amount.

  3. Select the budget update type from the drop-down options. If you select: • Increase, this will generate the increase amount • Decrease, this will generate the decrease amount.

Note: • If you’re completing a plan variation, only decrease funded supports where there’s a minor or technical error. For example, moving funding from a support category added in error to a new category added as part of the budget update. If major changes are needed, complete changes as part of a plan reassessment (s48). • Make sure you don’t decrease the funding amount below the amount that has already been paid for the support category. This will create a negative balance in the participant record.

Disability-related health supports These are only examples of some disability-related health supports, you must talk to the participant about their individual situation and support needs to determine the appropriate level of support needed.

Diabetes management supports Personal Care hours to support the participant to implement their diabetic management plan. This includes support with the administration of routine, non-complex insulin when the participant is unable to perform the tasks due to their ongoing functional impairment. As a general guide the task to administer insulin will take 15 minutes per administration and the total time needed will depend on: • the number of insulin injections for example, one to 5 times per day • the equipment used by the participant for example, to measure blood glucose levels • their functional capacity. Personal Care hours for a support worker to attend training to implement a disability-related diabetes management plan specific to the needs of the participant. As a general guide 2 hours per year per worker however this could be provided to a group of workers at the same time.

Dysphagia supports Personal care: • hours to support the implementation of a participant’s mealtime management plan with any recommended swallowing therapy strategies, where informal supports are unable to provide • additional hours to attend participant specific training: up to 2 hours per year per support worker • think about personal care supports needed for other areas, for example, other health-related supports morning and evening routines social participation Record dysphagia supports

Epilepsy supports Personal care hours for a support worker to: • Attend training to implement Epilepsy Management Plan or Emergency Medication Management Plan – up to 90 minutes every 2 years. • Attend training to implement a ketogenic diet plan – up to 1 hour per year initially and then reviewed when there has been a change to the diet plan. • Implement a Ketogenic diet plan, including shop and prepare meals for the participant. The frequency of support will also need to be decided depending on the participant’s capacity. Support may be needed daily or weekly at the start of a plan and decrease in frequency over time. • Monitor seizures where the level and risk of seizure are high due to the severity of the participant’s epilepsy – hours will depend on participant’s other disability support needs Note: Requests for 24/7 or 2:1 support should be referred to TAB for advice using a Technical a Record epilepsy supports

Nutrition supports, including meal preparation

Personal care hours to: • administer HEN and help with PEG maintenance and care where a participant or their child representative is unable to independently manage due to their functional impairment. Note: It s generally expected that supports to manage HEN are a delegated task but there may be rare cases where a nurse is recommended. Requests for more than 3 hours per day for registered nurse direct care for PEG or HEN maintenance need to be referred to the technical advisory branch for internal advice• attend individualised training conducted by a nurse to implement the HEN regime under delegation of care – up to 3 hours, 2 to 3 times a year. The frequency will depend on the participant’s individual circumstances and needs. Note: Hours will vary depending on the participant’s other disability related support needs.

Meal preparation As a guide, costing for meal preparation should be based upon personal care hours for a support worker to plan, shop and prepare meals with the participant. For example: • 1 meal a day: up to 3 hours per week • 2 meals a day: up to 4 hours per week • 3 meals a day: up to 5 hours per week

This should be sufficient time for support workers to help a participant order food, prepare and store enough meals for the week. If meal preparation is specified in the plan, participants can use this support flexibly to instead have meals prepared and delivered for a period of time. Continence needs should be reassessed at least every 3 years, or where there have been adverse medical events. Such as urinary tract infections, to ensure the appropriate continence solutions are being used.

Updates to Pricing Arrangements and Price Limits for continence supports From 1 July 2024, there are 10 new codes for claiming continence products. The NDIA is reducing the number of codes to claim for continence products from 27 down to 10, making it easier to understand and match how products are used. To allow time to transition, the legacy 27 continence line items will remain active to claim against until 1 October 2024.

When making a reasonable and necessary decision, you must think about each participant’s individual circumstances. There are mainstream services that provide interpreting, as well as consideration to the Disability discrimination Act. The Australian Human Rights Commission states those who plan events, including meetings, festivals, conferences, lectures, and fundraisers need to take all reasonable steps to make sure that the event is accessible so that people with disability can attend and participate. Hearing related low cost AT For guidance about hearing related low cost AT for children younger than 7, go to EC: Guide - Supporting children younger than 7 who are deaf or hard of hearing (including under the priority hearing stream)

We will fund the co-payment towards the Hearing Services Program annual maintenance fee and the administration fee for replacement of lost or damaged beyond repair device. Include at least $100.00 per year for hearing related AT to cover the cost of this support. The annual maintenance fee for repairs and replacing a lost or damaged device includes: • batteries • repairs • spare parts • replacing a lost or damaged device.

Low cost AT is not covered by the Hearing Services Program. You must think about low cost AT support needs for the participant.

For example: • Smoke alarm alerting system • Door chime altering system • Baby cry alerting system • TV listening device • Music devices • Personal amplifier • Remote control for hearing device • Adapted landline telephone • Mini mic.

Nutrition HEN formula. Up to $23.66 per day can be included at the budget level for full or partial HEN feeds if not covered by the Pharmaceutical Benefits Scheme.

Note: If the participant asks for more than $23.66 per day for HEN formula, create a technical advice case for further guidance.

Dysphagia Up to $1,500 per item for dysphagia. Such as adaptive cutlery, plate guards or sticky mats.

Thickeners for participant who have a full oral feeding diet: slightly thick fluids $360, mildly thick fluids $700, moderately thick fluids $1400 and extremely thick fluids $2100

Thickeners for participants who have a combination of oral and HEN feeding: Up to $23.66 per day for HEN. Create a technical advice case to understand the amount of funding for thickeners.

Calculations have been determined using Thicken-up Clear ® 900 gram tin Brightsky thickeners (external).

Podiatry and foot care. Up to $1,500 per item for podiatry and foot supports. Such as orthotics and wearable technology.

Wound and pressure care Up to $1,500 per item for wound and pressure care. Such as pressure care garments and supports. Delivery and repair of disability-related health equipment and consumables can all be included using low-cost AT.

Think about the following amounts when including consumable related to wound prevention and management: • Wound Prevention kit for participants at risk of pressure injury - $1000 per year. • Additional $1000 per year where management of 3-4 simple wounds per year required – (dressings for wound care 2-3 days for each wound for 2-6wks) - $2000 total per year. • Additional $2500 per year above the prevention kit funding where management of ongoing chronic wound care required, $3,500 total per year.

Supported intependent living (SIL) You should only include SIL if there is a Home and Living decision.

If there are no changes to the participant’s SIL supports, use the SIL Calculator in PANDA to calculate the correct SIL supports. The calculator has the correct pricing increase built in from July 2020 as well as public holidays for each State and Territory.

If there are changes to the participant’s SIL, refer to Home and Living Operations. Record SIL

Medium term accommodation (MTA) Medium term accommodation isn’t a standalone support. We only include it in a plan as part of other home and living support needs. We generally fund medium term accommodation for up to 90 days. If the participant needs MTA for more than 90 days, this must be endorsed by an EL2 delegate.

Individualised living options (ILO) ILO is funded in two stages, stage 1 and stage 2.

Stage 1

Exploration and design – is focused on learning about the participant’s home and living aspirations based on their preferences and needs. In partnership with the participant, their family, friends and other support networks, the provider and participant work together to discover where the participant wants to live, who with, what supports they need, and how the ILO package is best set up. Exploration and Design is a critical step in developing the right ILO package for a participant and ensuring the right level of funding is available.

These examples provide a guide to hours we may fund for ILO.

Up to 30 hours if the participant: • already knows what help they’ll need • wants to move to a home not too far from where they live now • can make their own decisions, or have other people who help make decisions.

Up to 50 hours if the participant: • isn’t sure what help they’ll need • wants to move to a home in a different area, for example if they want to move to another town or suburb outside their local area • need some help coming to an agreed decision and there are other people involved in decision-making. Up to 100 hours if the participant: • needs to work out what help they’ll need in many areas across their life • wants to move to a home in a different type of area, for example if they want to move from a city to a smaller town • have a lot of people involved in decision making who might have different views. Stage 2 Supports – involves putting the approved ILO package of primary, supplementary, formal and informal supports in place, including finding and implementing the supports the participant needs to live the way they want. Stage 2 also involves ongoing monitoring and adjustment of the ILO package as the participants needs change.

Improved Daily Living Skills

These examples outline the broad type of support and the estimated hours for each of the relevant support categories to include in the participant plan. These are only examples, you must talk to the participant about their individual circumstances and support needs to determine the appropriate level of support needed.

Therapy support If the participant needs assessment of their assistive technology needs, you need to include at least $500.00, or $700.00 for participant’s living in remote or very remote areas.

Delivery of health supports by a speech pathologist including: • 3-5 hours per location for assessment of mealtime management plan • 2 hours for development of plan and report • 2 hours for reassessment of plan, including update of plan • usually included as part of the mealtime management plan, swallowing therapy intervention • 1-2 hours, twice a year in each environmental setting for speech pathology training of support workers, including family, carers and informal supports.

Continence supports Continence supports are typically funded for children 5 years of age or older. In rare situations we may include funding for continence supports for children younger than 5 for disability-related medical conditions. Continence assessment plans and reviews from a continence nurse (CNC level nurse) which includes identification of continence consumable and AT support needs. • 5 hours per year for participants with changing needs. • 3 hours per year for children between 5 and 7 years of age. • 2 hours per year for participants with stable needs. • 1 hour for reviews. Nursing hours for catheter changes for suprapubic and indwelling catheters, estimated at 30mins to 1 hour per change every 4-8 weeks suprapubic and 1-3 months for indwelling catheters. This will be guided by participant experience and continence assessment.

Diabetes If the participant needs support from someone who is more skilled than a trained support worker with medication competencies, registered nurse hours may be included. The registered nurse will assess blood glucose levels and administer insulin until evidence about the complex disability support needs are provided.

As a general guide the task to administer insulin will take 15 minutes per administration and the total time will depend on: • the number of insulin injections for example, one to 5 times per day • the equipment used by the participant for example, to measure blood glucose levels • their functional capacity.

Note: You must contact TAB for advice if registered nurse supports are requested for direct management of diabetes when there is evidence that the diabetes is stable

Include hearing support if the participant isn’t eligible for the Hearing Services Program (HSP) and is accessing hearing supports through the NDIS.

A participant who has a profound hearing loss and or implantable devices does not generally need more clinical time than participants eligible for standard hearing services. However, participants with additional communication needs may need substantially more clinical time in order to provide appropriate assessment and training in device management and communication strategies.

There are three categories for NDIS Hearing Services:

Standard Hearing Services: Recommended for the delivery of audiometry and audiological services that are not covered by Hearing Services Program. Proposed capacity building is 18.5 hours.

Behaviour support

There are two levels of behaviour support provided as a guide for internal use only. The hours suggested are for a plan of 12 months in duration. You must think about the participant’s individual situation and supporting information to determine what plan duration and supports will meet their needs.

Note: If the participant has significant behaviours of concern, it’s unlikely the plan will be more than 12 months. This is because of the need to monitor the situation and review outcomes.

Level 1:

Level 1 funding may be appropriate for participants who need intervention due to significant behavioural complexities that are impacting on the ability of the participants informal supports to sustain care at home and assist the participant to safely engage in activities.

Specialist behavioural intervention support: Most level 1 plans should not exceed 45 hours (approx. 3-4 hours per month)

Training in behaviour management strategies: Most level 1 plans should not exceed 20 hours (1-2 hours per month)

Level 2:

Level 2 funding may be appropriate for participants that need immediate intensive behavioural intervention support and are streamed Super Intensive or Complex. In the majority of circumstances, level 2 funding is not appropriate for children aged seven and under.

Specialist behavioural intervention support: Most level 2 plans should not exceed 90 hours (7-8 hours per month)

Training in behaviour management strategies: Most level 2 plans should not exceed 30 hours (2-3 hours per month)

Individual social skill development: Most level 2 plans should not exceed 40 hours (3-4 hours per month).

When you include work and study supports, always speak with the participant (or their authorised representative) to understand their individual situation. Talk about their work and study goals and disability-related support needs to work out the best level of support.

The participant may be able to access a mix of disability-related NDIS funded supports to help them pursue their work and study goals. These might include:

Assistance with Social, Economic and Community Participation (Core): • Supports in Employment, to maintain a job • Transport.

Assistance with social, economic and community participation (Core)

Supports in employment

Supports in employment is for participants who need support to maintain their employment. The amount of support the participant may need at work can vary from day to day. You’ll use the typical pattern of supports to calculate the monthly funding amount to include in the Core Social, Economic and Community Participation budget of the participant’s plan.

The provider or participant can provide the participant’s typical pattern of supports. It can be based on a weekly or other agreed period, and can include: • days of attendance • hours worked • ratios of support • rates charged • transport • centre capital costs.

The participant’s typical pattern of supports may also include non-face-to-face supports, which are tasks linked to the participant’s disability. These may include: • individualised planning • task analysis to match the participant’s abilities to tasks • job design and modification • creating task prompts • writing NDIA requested reports.

The typical pattern of supports can also show the type of work the participant can do and any new skills they’ll need to be successful in their job.

You’ll need to compare the total supports in employment funding with the participant’s typical pattern of supports to make sure there’s enough funding to maintain their employment. It’s important to remember that participants are employed under a formal employment contract and need correct funding to maintain their job.

Employment support in a supported employment service (ADE)

Participants working in a supported employment service or disability enterprise may have different jobs or tasks to complete across the week. These different types of work often include changes in the ratio of support. Moving between 1:1 supports through to small and large group supports and can be a mix of: • 1:1 time, delivered both on-the-job and non-face-to-face • smaller groups of 1:2 or 1:3 when doing more intensive tasks, like skill development • general on-the-job support and supervision in a larger group.

On-the-job supports can include things like: • training • skill development • support with daily work tasks • supports to manage disability-related behaviour or complex needs.

Generally, there’s an average staff to participant ratio of 1:3 for every hour worked. You should use a 1:3 ratio as a guide for most participants. The 1:3 ratio should provide enough funding to cover the changes of support. This includes the different level and frequency of support across a workday and week.

Some participants may need more intensive levels of support as outlined in the typical pattern of supports. You may need to change the budget to reflect their reasonable and necessary support needs.

For example, you may need to include more 1:1 ratio of support for a participant: • to complete complex tasks • to learn a new role • to move into open employment • who needs more intensive support due to the impact of their disability.

The total supports in employment funding must be enough to also cover other costs a provider can claim for. This means the funding will need to cover things like: • an establishment fee – which can be charged once per new participant • centre capital costs – for supports delivered in a centre-based environment • non-face-to-face supports.

You’ll need to consider their goals and supporting evidence, like work experience reports, functional capacity assessments or appropriate assessments from their employer.

Support in the workplace to maintain employment

Where a participant works for an employer that isn’t a disability enterprise, support is less likely to be group based. The typical pattern of supports is likely to be based on a 1:1 ratio. Hours of support will vary depending on the participant’s needs. It’s unlikely the participant will need support for every hour they work once established in the job. But they may need supports from time to time when work processes or routines change.

Participants planning to start work during their plan period A participant may be planning to start working and need support to start in their job. Discuss the level of support they need to be able to start and then maintain their employment.

Calculate supports in employment funding

  1. Use the Plan conversation support tool (PCST) to calculate how much employment support to include in the draft budget. Include this funding in the Core Social Economic and Community Participation budget. Record the: • support item • ratio of support • hours per week • number of weeks.

  1. Check the calculated budget against the participant’s typical pattern of supports to make sure there’s enough funding in the plan to maintain employment. Be sure to include enough funding for the duration of the participant’s plan.

Example 1 Sunny works in an office 12 hours a week in an open employment setting. For 25% of the day he’ll need support to maintain his job. This works out to around 3 hours a week of 1:1 support.

Sunny and his provider have agreed to a typical pattern of supports that includes a 1:1 ratio for 3 hours per week to help him learn different computer programs used in an office. Sunny will likely to be working 48 weeks over a year and the budget will be adjusted if his plan duration is longer than 12 months.

The planner calculates his budget using the ratio of 1:1 for 48 weeks, equalling 144 hours of annual support. The amount should be enough to help Sunny maintain his employment, as the budget is the same as the typical pattern of supports.

Example 2 Emily is working as a supported employee at her local cafe 18 hours per week. She has a goal to maintain her supported employment and begin to build her skills to move into open employment in the future.

Emily and her provider have agreed to a typical pattern of supports that includes 1:5 ratio for 16.5 hours per week for her general work tasks and 1:1 ratio for 1.5 hours per week to help her use the coffee machine. 1 hour per week (20 minutes per day) of non-face-to-face support is also included for the provider to set up the coffee machine station each day, so Emily can be as independent as possible.

Emily’s employer is expecting her to work 48 weeks, taking 4 weeks leave throughout the year. The planner calculates her budget using the suggested ratio of 1:3, for 48 weeks.

This funding is enough to maintain Emily’s employment. There’s no need to change the budget as it allows for the extra funding that will help Emily build her skills to work towards her goal of open employment.

Finding and keeping a job

Capacity building supports help participants build skills for work and find and keep a job. This can include: • employment related assessment, counselling and advice to help participants choose and engage in employment that suits their abilities and interests • employment assistance for participants of all ages who have an employment goal.

Employment related assessment, counselling and advice guidance Functional assessments, workplace assessments and employment related counselling and advice may benefit participants who need significant support to develop a new or modified work pathway. For example, a participant who has an acquired disability, or whose disability support needs have increased and may need an assessment to work out their vocational direction. These assessments can also be useful for participants who have limited work experience.

This support may help identify their unique barriers to employment and to inform a work goal and development plan. It may also help with adjustments to work processes or workplaces that enable the participant to be productive and work safely.

As a guide, include: • 12 hours for assessments and reports per therapist or counsellor as needed • additional counselling and other capacity building based on the participant’s individual needs.

Counselling and other capacity building supports will be based on the participant’s individual situation and disability-related support needs. You might have to change the budget when the reports are received to include additional counselling or other assessments.

Example: Zhen has recently acquired a brain injury in a motorcycle accident. Zhen is a carpenter, but he’s now unable to do this work because of his disability. Zhen has been participating in a rehabilitation program. He needs further help to explore and understand his work options. Zhen will need a vocational assessment to evaluate his transferable skills, qualifications and interests. This will help identify potential future employment and training options for Zhen to successfully return to work, including: • help with job preparation • vocational counselling and training • job search assistance.

Employment support (Employment assistance) Capacity building employment assistance can help the participant to: • build their skills for work through trying and testing different types of work in actual work settings • explore the right job role or change jobs and connect to the right employer • build connections in a new workplace and learn their new job role • provide evidence for any regular and ongoing support the participant may need (supports in employment – core funding).

It’s important to note that the NDIS provides more frequent and intensive support than Disability Employment Services (DES) can provide to help participants to: • build skills for work • match them to employment • maintain their employment.

DES can support a participant who: • is relatively independent accessing the community • understands their capabilities, interests and the skills needed for work • is able to follow instructions • is not currently employed in open employment and has a future work capacity of at least 8 hours per week • has a history of successful work experience or employment. The below examples of capacity building employment assistance provide a guide to minimum hours of support for participants who are at different stages in their work life. This will help you update information you need in the plan conversation support tool.

Note: These are only examples. You must talk to the participant about their individual situation and support needs to work out the appropriate level of support they need. Scenario 1 A young person of working age who has an employment goal and needs support to develop skills for work. This may include support to participate in work experience, which complements supports available through the school curriculum. Or it could include help to find and keep a part-time job outside of school hours.

• Minimum 3 hours per week, 48 weeks per year for 2 years. • Include in the participant’s plan as: Employment assistance to build skills for work.

Example: Deepali is in high school and has an employment goal to get a part-time job after school. She’ll need to build her skills for work and gain some additional work experience to complement the work experience she receives through her school curriculum. Deepali will need employment assistance funding for this.

Scenario 2 A young person moving from school to work with functional impacts in areas of learning, social interaction and self- management. They need help to develop skills for work and find and keep a job. • Minimum 7 hours per week, 48 weeks per year for 2 years. • Include in the participant’s plan as: Employment assistance to build independence and skills for work.

Example: George is finishing school, and his disability affects his learning, social interaction and self- management. George has a goal to work in a supermarket. He needs support to build his skills to be ready for work. His support worker will help him gain experience in a work setting and develop the skills he needs to work more independently and interact with co-workers. George will need employment assistance funding to help him transition from school to work.

Scenario 3 A participant up to the age of 24, with minimal work experience, whose disability affects them in areas of learning, social interaction and self-management. They have little or no previous employment history and need to build their capacity to work.

Note: Older participants with similar employment history and areas of functional impact may also need this level of assistance to develop their skills for work and test their employability.

• Minimum of 7 hours per week, 48 weeks per year for 2 years, or as needed with regular check-ins to confirm progress. • Include in the participant’s plan as: Employment assistance to build independence and skills for work.

Example: Rachel is 22 and has autism and intellectual disability. She left school 4 years ago and was connected with a DES provider, who helped her get a job in a café. This job lasted a month because Rachel found it hard to communicate with customers and her colleagues. She found the work tasks difficult, and the noisy fast-paced work environment increased her anxiety. This experience affected Rachel’s confidence and for the past 2 years she hasn’t wanted to pursue employment. Instead she has chosen to stay home with her grandmother and sometimes accesses the community with a support worker.

Rachel needs intensive support to: • build her communication skills • explore types of work • find the right role and employer • settle into a new job.

Scenario 4 A young person who needs help to connect with mainstream services when moving from school to further education. Or, to connect with work following further education to get a job in line with their qualification. • Minimum of 20 hours, once-off per transition point.

Include in the participant’s plan as either: • Employment assistance to connect with tertiary education or training • Employment assistance to connect with work after tertiary education or training. Example: Mohammed is in year 12 and has a vision impairment. He has decided to do a psychology degree at university. Mohammed will need support to connect with the university’s Inclusion and Disability Services team. He’ll also need support to plan and learn a new travel route to the campus, and to navigate his way around the campus. Scenario 5 A participant who needs to build their work skills to move from a supported employment service or disability enterprise – also known as an Australian Disability Enterprise (ADE) – to open employment. The participant wants to use a different provider from their current supported employment service or disability enterprise employer.

Example: Jade has an intellectual disability and has worked at a small local newsagency for the past 8 years. She currently works 15 hours a week, but would like to increase her work hours. There’s no opportunity to increase hours at her current place of work. Jade enjoys serving customers and would like to get a job at larger organisation like Officeworks. She has relevant work skills and experience, and her current employer will give her a good reference. Jade isn’t eligible for DES support because her current job isn’t in jeopardy. She’ll need support to connect with an employer, navigate the recruitment process, and make connections in her new workplace.

These are only examples, you must talk to the participant about their individual circumstances and support needs to determine the appropriate level of support needed. You should assess if the participant needs referral to a specific support connector, such as a CALD organisation or a preferred Aboriginal and Torres Strait Islander provider. • If not supported by a partner, funding has been estimated as 1 hour a month of support connection. This estimate is based on the plan duration, participant location, support level and current price limit.

Psychosocial recovery coaches The following should be used as an indicator of the levels of recovery coaching needed. Provision of recovery coach hours should be based on the needs and expressed preferences of the participant and feedback from their support network.

There are three indicative levels of funding for a psychosocial recovery coach: Level 1: 100 hours per year Level 2: 50 hours per year Level 3: 30 hours per year

Participants generally need level 1 funding, if: • this is their first plan with recovery coach funding included • it is during the first three years of engagement with the NDIS.

Funding may be adjusted to level 2 and 3 after this period. The level of funding may then be able to be reduced over time as the participant builds on their strengths and capacity.

If the participant needs assessment of their assistive technology needs, make sure you think about this as part of their therapy supports.

Assistive technology – Mid cost

Mid cost AT are items between $1,500 and $15,000 per item. You don’t need a quote however, make sure you have evidence in writing to show mid cost AT is right for the participant.

Make sure you think about assistance animals including dog guides as party of the assistive technology budget.

Make sure you include ongoing maintenance costs for the assistance animal as part of the consumables budget. The average funding for maintenance costs is around of $2,725.00 per year.

If the participant has a HSP voucher, we can fund $100 per year for co-payment towards the annual maintenance and administration fee.

If the participant doesn’t have a HSP voucher, we can fund: • Standard level hearing device • Intermediate level hearing device • Advanced level hearing device • Non-Standard Hearing device • External speech processor and accessories for implanted hearing devices • Speech Processor repair.

Vehicle modifications There are three different levels of Assistive Technology (AT) for vehicle modifications, including: • Low cost AT, less than $1,500. • Mid cost AT, between $1,500 and $15,000. You may not need an itemised quote but it’s useful for the participant to give it to us if they have one. • High cost AT more than $15,000. We’ll need an itemised quote.

If the participant needs help with extra insurance costs because their vehicle has been modified, make sure you think about this as part of their low cost AT needs.

Maintenance and repairs of AT supports

Make sure you include funding for the repair and maintenance of AT items costing more than $1,500. Warranty repair of AT should be discussed with the supplier or manufacturer and is not a reasonable and necessary support.

Include low-cost AT supports to allow flexibility of low-cost repairs and maintenance outside the warranty period which are less than $1,500. Include a quotable repairs and maintenance support item to make sure higher cost repairs more than $1,500 are covered.

This generally applies to AT valued under $15,000 or where the participant receives funding to trial that type of support as part of a high-cost AT assessment. Minor home modifications Minor home modifications are custom-built changes in the home, that generally: • are straightforward, non-structural changes • have a relatively low risk of major problems arising • only affect one or two areas of the home • cost less than $20,000 in total. MMM6-7 (remote or very remote) costs are not included because we always need a quote for these minor home These budget levels are based on current market costs. Complex home modifications Complex home modifications are usually structural, custom-built changes that generally: • are higher cost • are higher risk • involve several areas of the home • need a greater level of building permissions and certifications • have a greater impact on participants’ lives while they are being constructed. An assessment is needed from a home modification assessor for complex home modifications. We will fund a building construction practitioner to help the participant and home modification assessor with planning the scope of works for a complex home modification. The building construction practitioner also may help the participant undertake due diligence for builders and get quotes for the job. This person must be independent of the builders who will quote for the works. The building construction practitioner can also take on the building works project manager role for the participant. Builders’ quotes for NDIS funded home modifications works must be itemised and detailed enough to enable accurate comparisons based on the same scope of work, or for audit purposes.
