The National Disability Insurance Agency (NDIA) is seeking to appoint a suitably qualified Project Management Contract Administrator (Service Provider) through the issue of a Schedule 12 — Works Order under the Whole of Australian Government (WoAG) Property Services Coordinated Procurement (PSCP) Panel (SON3460620) via this Request for Quotation (RFQ).
The Terms of the PSCP and the additional terms included in the proposed Schedule 12 Work Order will apply to this RFQ. The Additional Terms will also apply to any subsequent contract granted to the extent that they do not contradict or nullify any of the relevant terms of the PSCP.
Requirement
The NDIA is seeking to engage the services of a suitably qualified Service Provider to deliver a refit to three if its existing premises at:

c) Level 3, 67 Albert Road, Chatswood NSW 2067.
The Service Provider is required to manage and deliver management services, design and construction management services for the projects, as detailed in Attachment B — Statement of Requirements.

Statement of Work
| 10. | Services to be provided. | Under the direction of the NDIA Property Capital Works team, the successful Service Provider will be required to provide project management services including the engagement and management of required subcontractors services including the undertaking of capital works and to integrate with existing NDIA network and standards (Capital Works).
The requirements for delivery of these comprehensive services are detailed in the attached Attachment B — Statement of Requirement.
a. Scope of work | The successful Service Provider will be required to provide the Deliverables as set out in Attachment B — Statement of Requirement. | | | b. Deliverables | The successful Service Provider will be required to ensure the Capital Works and Deliverables meet the Technical Specifications which are included in the Attachment C - Design Guidelines.

| 12. | Milestones | The submission to this RFQ should provide an overall draft program for all the Services (including the Capital Works) in the form of a project Gantt charts and a proposed template for the project plans.
Milestones for each works package will be agreed as part of NDIA’s acceptance of trades pricing and programs.

Evaluation Criteria 3 - Methodology and Program (40%)
The extent to which the response demonstrates that the Service Provider has:
a) provided a detailed methodology statement demonstrating a thorough understanding of the projects requirements, work methods, risks, and deliverables. The methodology should incorporate a logical sequential approach that clearly demonstrates how the objectives will be met in the required timeframe, highlighting any potential value add or time saving activities; and,
b) addressed its technical approach and methodology with a draft program that clearly identifies critical path milestone dates to achieve project completion within the required timeframe and identifies program risks. Please include a project methodology that is consistent with a project design contract, with reasonable adjustments for local conditions and project constraints, and delivers the requirements as set out in the RFQ Attachment B - Statement of Requirement.
Evaluation Criteria 4 — Commitment to supporting people with a disability (10%)
The extent to which the response demonstrates the Service Provider’s commitment to supporting people with disability to be more independent, engage more socially and economically, and build genuinely connected and inclusive communities.
(For example, provision of Disability Plan or ability to demonstrate ongoing commitment to disability)
Evaluation Criterion 5 — Service Provider Environmental Sustainability Plan (SESP) (unweighted)
The extent to which the response demonstrates the Service Provider’s commitment to address:
a) how they will optimise environmental sustainability in delivery of the goods or services being procured, referencing focus areas and principles in Table 1 of the Environmentally Sustainable Procurement Policy; b) opportunities for innovation and how these will be considered throughout delivery of the contract; and c) their corporate sustainability performance — that is, how they address environmental sustainability impacts associated with their business.

The extent to which the response demonstrates the Service Provider has developed an Indigenous Participation Plan (IPP) and declared their level of compliance with any past contracts that include Mandatory Minimum Requirements (MMRs).
The evaluation process will consider past MMR compliance, plans to increase Indigenous participation, and the ability to achieve significant Indigenous participation outcomes for contracts with a remote component.
Evaluation Criteria 7 — Pricing (unweighted)
The extent to which the pricing offered contributes to Value for Money and also provides a pricing structure submitted in RFQ Attachment A - Response Schedule.

| a. Environmentally Sustainable Procurement Policy | a) The Service Provider should note that the Environmentally Sustainable Procurement Policy applies to this RFQ. The Environmentally Sustainable Procurement Policy aims to improve environmental sustainability across three focus areas — Climate, the environment and circularity. Service Provider declaration
The Service Provider acknowledges that if it is the successful Service Provider it will be required to:

a) comply with the completed Service Provider Environmental Sustainability Plan for the duration of any resulting Work Order; b) on request by Commonwealth entity responsible for administering the Environmentally Sustainable Procurement Policy, provide that entity with a copy of the completed Service Provider Environmental Sustainability Plan or evidence of the Service Provider’s compliance with the plan; and c) submit to the Entity a report once every 6 months for the duration of the resulting Work Order in the form provided in the Service Provider Environmental Sustainability Plan.
Shadow Economy
a) ensure that any first tier subcontractor it engages to deliver goods or services as part of a contract resulting from this procurement with an estimated value of $4 million or more (GST inclusive) holds all Valid and Satisfactory Statements of Tax Record required for its entity type for the duration of any subcontract in relation to those goods or services; and b) retain a copy of all Statements of Tax Record held by any first tier subcontractor in accordance with clause above and, on request by the customer, provide to the customer a copy of any such Statement of Tax Records.

On Monday 9 December 2024, the National Disability Insurance Agency (NDIA) issued an open Approach to Market (ATM) for the provision of Project Management Contract Administrator (PMCA) Services for design and construction works to deliver the fit-out of:

The ATM was sent to three (3) suppliers on the Whole of Australian Government (WoAG) Property Services Coordinated Procurement (PSCP) Panel (SON3460620)
At the ATM Closing Time, 12 noon (Canberra time) 20 January 2025, two submissions were received from:

The evaluation was conducted in accordance with the Evaluation Plan, with the
Evaluation Team determining that the submission from redacted: s47G - business information represents
value for money due its demonstrated understanding of the NDIA’s requirements, its
high standard of capability and experience and its detailed works program and
methodology. Notably, they have allocated three project managers so that the three
projects can be run concurrently to ensure project delivery in a timely fashion.
Further, the pricing structure was considerate and realistic which places them as the preferred and successful tenderer.

4.3. Stage 2 — Technical Evaluation Process and Outcomes
Stage 2 was conducted in accordance with the Evaluation Plan.
Evaluation Team members individually reviewed the Submissions and rated them against the Evaluation Matrices in Appendix A — Scoring Guide. The evaluation results were then discussed by the Evaluation Team to establish a consensus rating on the merits, and risks of each response.

4.3.1 Summary of Evaluation Criterion 1 — Capability and Experience
The following summaries are provided of each Tenderers’ capability to provide the services set out in the Scope of Work:

The proposed methodology outlines project workshops with the NDIA for the project alignment/strategy, and well-defined staged blocks of work for the project lifecycle. As the response demonstrates that the tenderer also has the organisational and personnel capacity, this provides the evaluation team with confidence that the proposed methodology and program satisfy this criterion to complete the work to a high standard.
The Tenderer has acknowledged that given the size, complexity and coordination required to manage multiple sites simultaneously, the proposed practical completion date of 30/06/2025 is a challenge to achieve.
