1. Purpose
The content of this document is OFFICIAL. This Standard Operating Procedure (SOP) will support you to consider and include reasonable and necessary behavioural intervention supports in the participant’s plan.
This SOP is not a standalone document and should be used in conjunction with the following planning resources:

During your conversation with the participant, child representatives, nominee or court or tribunal appointed decision-makers, you have gathered information to develop their plan. Information includes goals, identified current and potential supports and circumstances to understand the participant’s disability and individual support needs. You are now determining the funded supports to be included in the plan, which will work alongside the participant’s mainstream, informal and community supports. Some participants will need supports to address Behaviours of Concern (BoC). These supports are recommended to:
- support the participant’s safety and wellbeing
- promote options for increasing the participant’s capacity and community and mainstream connections to pursue plan goals
- ensure long-term sustainability of the participant’s NDIS plan and support systems
- as a participant’s capacity increases, overtime you would expect to see a reduction in the intensity and amount of 1:1 supports (greater than 30 per cent), however this will depend on the individual circumstances.
The Technical Advisory Branch (TAB) may be consulted via the Technical Advisory Phone Service (TAPS). Advice should be sought from TAB for all plans that contain restrictive practices, for more information refer to the TAB mandatory referral intranet page.
5. Prerequisites
- Review the streaming decision. If a participant is streamed as General or Supported and requires behavioural intervention support, you may need to consider restreaming to Intensive or Super Intensive. Factors to change the streaming decision would be dependent on the complexities presenting in the participant’s current life situation or environment, which may be identified during your conversation with the participant, plan nominee or child representative. - the Participant Experience Delivery (PED) Key Performance Indicators (KPIs) and are complying with the PED KPI and target relevant to this task.

Select Capacity Building support type.

The eight Capacity Building (CB) categories will be displayed. Allocate the CB funding from CB Choice & Control to the relevant CB categories in line with the participants goals. Refer to Standard Operating Procedure – Complete the determine funded supports task.
The typical support package (TSP) may not generate sufficient funding to allow for these behavioural intervention supports. Use reasonable and necessary decision making to include the relevant CB Relationships supports to meet the participant’s needs.

In the CB Relationships comment field, record the appropriate comment as per the Practice Guide – Positive behaviour supports and behaviours of concern.

Select the Associated Goal from the drop down menu at CB Relationships.

Navigate back to the main screen by selecting the Support Type hyperlink.

Select Submit.

- When the form has been submitted, a success message appears. This success message will ask Are the funded supports types correctly aligned to the goals listed in the participant statement?
- If you select No, you will be taken directly to the Participant Statement to review the goals section and make sure the correct support type boxes have been ticked.
- If you select Yes, you will continue as usual.
6.2 The next steps
6.2.1 Determining Plan Management
Complete the Determining Plan Management task before finalising and approving the plan. Refer to the Standard Operating Procedure – Complete the determine plan management task, Our Guideline – Creating your plan and Practice Guide – Positive behaviour supports and behaviours of concern for further information.
6.2.2 Finalise and approve the plan
When completing the Review and Submit Plan for Approval or the Finalise Plan and Approve tasks you will need to include a justification for including behavioural intervention supports in the plan.
If the TSP is exceeded because of a reasonable and necessary decision, clear evidence from relevant allied health professionals, behaviour support practitioners and providers must be attached as an Inbound Document in the NDIS Business System. Justification for any changes, in line with the attached evidence must also be recorded in the Planning Conversation Tool and the Review and Submit Plan for Approval task.
Plan developers and delegates are responsible for providing justifications and it is best practice to include the following information:
- description of the support and reasons for including it in the plan
- how the proposed support facilitates the pursuit of the participant’s goals

- how the proposed support meets all of the reasonable and necessary requirements
- any relevant supporting evidence to support the inclusion of proposed supports.
Example justifications:
- Level 1: Participant has multiple complexities and requires intensive support to sustain caring arrangements due to behaviours of concern at home and in the community.
- Level 2: Participant has significant complexities and circumstances that may lead to provider withdrawing services. Requires support for immediate intervention to address extremely aggressive behaviours of concern that may result in restrictive intervention.
