Re: National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
I am the parent and primary carer of an adult NDIS participant with permanent and significant disability resulting in lifelong functional impairment and complete dependence on others for supervision, daily living and community access.
Our family has spent years navigating reassessment, review and appeal processes in order to maintain the supports required for safety, wellbeing and participation in everyday life. These processes place significant emotional and administrative pressure on families, particularly where disabilities are permanent and lifelong.
I am concerned that some of the proposed changes within this Bill may increase uncertainty and stress for vulnerable participants and carers who are already struggling with complex systems and repeated reassessments.
In particular, I ask the Committee to carefully consider:
• the impact of repeated reviews for participants with permanent lifelong disabilities • the importance of preserving strong participant appeal and review rights • the risks of standardised or inflexible planning approaches that do not reflect individual needs • the burden placed on ageing parents and carers managing intensive daily support responsibilities • the importance of continuity and stability of supports for participant safety, health and community participation.
For many families, the NDIS is essential for maintaining safety, routine, therapy, supervision and quality of life. Participants with severe and permanent disability should not face unnecessary reassessment processes that create instability and distress where there is no realistic prospect of significant functional improvement.
I respectfully ask that any reforms to the NDIS maintain strong safeguards, individualised decision-making, procedural fairness and meaningful review rights for participants and families.
