I am writing to you about the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
I am the mother of an NDIS participant. I also have other family members on the NDIS, and am extremely worried about the future of all disabled people in my community.
I am deeply concerned that this Bill could devastate the lives of people with disability and our families. If it passes in its current form, hundreds of thousands of people could be forced off or out of the NDIS before real alternatives are in place. Essential supports could be cut, appeal rights could be weakened, and the Minister could be given broad powers to reduce funding across the Scheme without proper individual review.
I am especially concerned regarding:
- The Minister having the power to set maximum amounts for funding, and that this can take place regardless of any other consideration. This is hugely inappropriate, unless the Minister is an educated clinician with experience in disability supports.
- All “appropriate treatment” needing to be accessed, before individuals can get access to the NDIS. It is very worrying that highly vulnerable disabled people may not get access to the scheme, because they cannot access “appropriate treatment” - either due to their geographical location, or their financial situation. It is unfair that the location and affordability of these treatments are not taken into consideration.

- The reduction of social, civic and community participation supports by 50%. This sends a message to disabled people, suggesting that they should be ‘seen less’ in community. These supports also are often providing vital assistance for individuals, for example so they can collect medications or attend a doctor’s appointment.
- The increase from 3 weeks to 3 months, for the NDIS to respond to plan re-assessment requests. For individuals who are at risk due to inadequate funding, allowing 3 months for a response is far too long. This will increase the risk of deterioration, injury and death. If the NDIS is concerned regarding plan inflation, more resources should be focussed on approving adequate plans from the outset, so that plan reassessments are not required as often.
If people are provided with less support as a result of this Bill, they will not stop needing support. They will be pushed onto families, hospitals, homelessness services, mental health services and crisis systems that are already under pressure. This will cause real harm. In our community, families are already struggling to access disability, mental health and housing supports.
Everyone wants the NDIS to be sustainable and effective. But sustainability cannot come at the expense of people with disability losing essential support, choice, control or safety.
I am asking that the Bill is changed to protect people with disability.

The Bill should not proceed unless it includes stronger safeguards around appeal rights, real codesign, independent review, and protection against arbitrary funding reductions. Please act to ensure people with disability are not harmed by these changes.
