Dear Committee members,

I am writing as a close family member of two people who participate in the NDIS. One is my minor child and another one extremely talented resilient woman diagnosed with her disability at age twenty-five years old, she now raising up children among which there are also participants under NDIS scheme.

Changed principles (proposed removal of section 31 and amendments to sections 17A & B)

The author fundamentally disagrees about planning decisions being informed by considerations ‘financial sustainability’. They argue this shifts focus away assessing actual impact of disabilities.

What is reasonable expectation placed upon families/carers? (Proposed subsections 34(IG-IH))

These provisions are criticized; they don’t consider if child’s care needs exceed that without disability nor lower threshold funding formal support needed. It’s unacceptable expecting informal carer risks not met.

Registered providers - Section 73B

The requirement forces family members using larger inaccurate billing providers with different staff every shift reducing continuity personal care received due regional location choice control reduced.

Reducing claim period from two years down nine months places significant burden disabled people/families managing complex conditions should be retained at least year or less.

Urgent Recommendation:

I urge the Committee to recommend changes to this Bill in line with the issues I raised above to ensure that the NDIS continues to provide safety, dignity, independence, and choice to participants.
