I am concerned proposal creating standardised framework measure participants substantially reduced functional capacity because ignores that manynot static or easily tracked objective assessments overlook invisible struggles complicated support needs reduces nothing more score form From my experience developed survival based coping strategies get by sometimes mask temporarily Even if don’t seem impaired masking unseen demand exhaust drains The way the proposal written doesn’t account someone’scapacity changing factors like support environment such sensory overload stressburnoutcommunicationneeds directly impacting them criteria around permanence needing show all appropriate treatment has been taken creates serious implications applicants can lead situations people pressured do treatments they want need someone else controlling access to support This will create delays in while applicant pursue ineffective interventions Disabled shouldn’t have exhausted themselves endless attempts prove deserve help Formany not always clear guaranteed lifelong conditions full recovery never possible Disability impacts every area life vastly interconnected ways attempting separate supports narrow categories ignoring reality living disability Reducing funding for social participation community access building dailylivingsupports frames these as optional luxuries untrue essential build independence avoid strain medical services overall participate society In plan now finally able maintain continuation care psychologist occupational therapist supports improved quality of life less reliant informal supporting limiting carers fatigue burden which builds autonomy made improvements emotional regulation relationshipbuilding and communication learned modifyenvironment alleviate demands assistive technology wellbeing Their involvementinmylife

wouldn’t have been possible without the NDIS and I know if these supports are reduced, I will once again experience significant skill regression under autistic burnout.
Amendments in relation to unscheduled plan reassessments, allowing plan suspension or revocation due to unsuccessful contact and limit of roll over allowance, are prioritising giving control over to an unchecked authority. Restricting reassessment will cause many participants to be trapped in unsafe or inadequate plans. Allowing plan suspensions after unsuccessful contact attempts worries me as I am unable to answer phone calls. I struggle with executive function and anxiety; I experience shutdowns and communication impairments. Any correspondence overwhelms me and I’m scared that a lack of response might automatically be interpreted as disengagement. Multiple communication methods, advocacy requirements, recognition of communication difficulties must all be taken into account. Suspending plans with no knowledge about participant welfare can leave vulnerable people unsupported when they need it most.
There’s still so much more on my mind regarding this amendment bill but unfortunately not enough time energy left: concerns around automation limiting meaningful human oversight within our plans feel like treating participants merely as fraud risks just accessing support creating adversarial relationships between NDIA & participants. The amount unresolved processes overall transparency lacking government needs genuinely consult disabled people organizations.
Scheme sustainability is valid yet ignores economic benefits investing your disabled citizens NDIS employs hundreds thousands indirectly contributing employment ten thousand multiplier effect around $2 25 making strong contributor Many amendments moving away from participant-centred instead prioritize restriction/control saving money Australians living disability should forced bear burden cost-cutting measures respecting rights inclusion dignity safety remain safeguarded primary focus the NDIS at moment believe Bill severely damaging original intent ndis Thank you.
