Who I Am and My Connection to This Bill
I am writing this submission as the aunty of K, an a3-year-old girl with Cri du Chat syndrome –– a rare genetic condition causing severe intellectual disability, significant communication delays, complex behaviors concerning concern,and high physical support needs. K requires one-to-one (1: :)support in all environments,for her own safety and those around her. I am a close and involved member of K’s extended family. I see k regularly.I have watched her grow*, celebrated her milestones , attended family events alongside her * support workers , and witnessed firsthand both extraordinary care she parents provide critical role that NDIS plays making their families life liveable . I submitting because proposed amendments will directly seriously harm K her parents* families like theirs across Australia —- do not believe has been made clear enough community or parliamentarians .*What I Have Witnessed As Family Member Attending family gatherings along side K given me clearly view what ndis-funded support actually looks practice— why it matters so much. When K has worker present at event something remarkable happens: k can be K If becomes overwhelmed overstimulated supported take break Her parent prepare food conversations make sure younger brothers included having good time whole family gets together Without that support reality very different K’s parents particularly mum spend entire state hypervigilance managing behaviour toileting helping communicate monitoring safety trying simultaneously attend two children There moment rest adult conversation opportunity simply enjoy being part family seen this exhausting witness let alone live Want unequivocal: This luxury is using funded supports participate ordinary rhythms Australian takes completely granted My Concerns About Bill Having spoken length with K s parents read about the proposed amendments serious concerns mean for K families hers Personal Submission –– NDIS Amendment (Securing the NDIS Future Generations) Bill 2026 | Page1

- From October 1st 2026, K’s social, civic & community participation funding will be reduced by half with no consideration given towards individual needs or right-to-appeal. This reduction allows ‘K’ access at school pools alongside long-term care workers; independent time spent among friends outside schools as well family events described above. Cutting it down significantly won’t save the NDIC; instead isolates K further burdening parents even more heavily than before.
The proposed bill gives Ministers power over any NDIS support without explanation oversight nor appeals. This destabilizes families who have built their entire future around stability promised by an NDIS. There is no safety net if decisions made cause real harm to individuals like this one.
The broad drafting of parental responsibility provisions in said legislation could deny supports virtually every child under age eighteen regardless complexity permanence disability they face. Parents already doing everything asked and more are risking invisibility due to these changes.
The bill opens door financial co-contribution from families living significant disabilities operate on a lower household income because caregiving demands. Expect them bridge gaps unrealistic harmful.
What This Means For Our Family’s Future
Parents spending thirteen years planning carefully for her future where she lives dignity genuine inclusion remains close loving family. The NDIS made that feel possible Bill puts serious risk there. As someone loves K, I’m genuinely frightened alternatives look like conversations within extended network Cri du Chat community experienced prospect K’s group home direction appears pushing families toward carries serious risks abuse neglect Royal Commission into Violence Abuse Neglect Exploitation People Disability documented detail not hypothetical.* Ks parents will be able care alone as ages should too NDIC exists precisely so families don’t choose between burning out placing vulnerable unsafe setting undermining promise.
