I welcome the opportunity provided through my submission regarding the National Disability Insurance Scheme (Securing the NDLS for Future Generations) Act.

As a parent, unpaid carer, Guardian, Administrator with WA SAT, as well as an NDIS Nominee representing two adult individuals living with disabilities aged approximately thirty years old.

Submission 1944 Community participation funding will AGAIN be reduced by 50% as has been announced by Minister Butler —for our sons this will mean they have funding for around 5 hours a WEEK to do anything in the community— it’s going to be a seriously sad, depressing, isolated life that they live from then on. They will have to reduce or STOP completely\nmany of the amazing \and positively impactful opportunitiesthey currently participatein an spend moneyat -the workan d volunteer positions
ye hold– brochure delivery,micorenterprise/hobby,Pinja rra Redz Zoo , Salvation Army,Give Write;th e activities th ey love forex ample Laughter Club,DanceClub anda nce Party,A rt ana nd Craft,surfing,fishing; activitiesthatmaintaintheirfitnessanda nd wellbeing suchas Gym/Swim Spa,Cycling,Beach,re c ycl ing ……. amongst many other activitie s they do i na t hecommunity .And not onlywill theyhave tow at home more, t his w illbeina smallhouseenvironmentsharingwith others with disability since thereview ignored allied health professional assessments and reports statingtha ty both need l: supports. The person/people/tool making the final funding support calculation will NEVER meet our sons or our family and actually see their support needs first hand AND see the negative effects of the cuts to their funding Our sons as us loving parents have carry those outcomes of these cuts Another ramification is that our wonderful team workers therapists will reduce their hours ie get less income pay taxes spend economy more unemployed underemployed need Government/taxpayers Many reassess employment career future disability sector lose experienced fabulous support allied health professionals 2 Unvalidated functional capacity assessment risks misidentifying We concerned about assessmen check-box administered someone expert administering tool/or/health professional understands disability functional capacity developers recommended health professionals advocates spits out kind report which algorithm give NDIS report announced process ONE assessor attending home ONCE for conversation leaving way too many components this thoroughly matter several hours assessor fill it later bias memory

Section 2: Assessment Tool Validity Concerns

  • Perhaps KPIs influencing outcomes.

No allied health professional reports reviewed; person’s answers hidden from them during assessment tool use (no corrections/additions allowed).

Assessments across different times/places invalid if ‘good’/‘bad day.’ Is it an accurate valid assessment? If three assessors give inconsistent results on same individual at varying intervals/environments -> unlikely validation alone!

Has calculation used for determining necessary funds to ensure safety/functioning well supported?

  • Doubtful trial has been conducted yet! Reducing individuals with multiple disabilities to single impairment is concerning in Schedule Part3 & Parts8/9 where functionality needs are not adequately addressed.

Parliamentary Scrutiny Transparency

Amendments lack detail, broad sweeping changes anticipated without adequate community consultation or short inquiry timelines.

Key Decisions Left Outlaw

Control appears vested solely within Minister managing NDIS plans eligibility adjustments made directly by ministerial instruments rather than law requiring public consultations and parliamentary scrutiny/debate as usual practice suggests.
