  • accessing allied health premises for therapies
  • accessing commercial premises for basic shopping Support for these fundamental activities is essential and without it we would be threatened with health complications and unable to sustain basic needs in health, work and general well-being. Also it would be harsh and damaging to remove Community Participation for recreational or social activities for people with disabilities, many of whom are already isolated and limited to their home base. • Eligibility and Assessment ChangesChanges to the assessment and eligibility procedures at NDIS are potentially very worrying.Introducing a criteria “of where there is no further medical solution to a person’s condition” 2is problematic for many reasons:
    • Who will decide whether “all medical avenues have been exhausted”?
    • What extensive proof will participants be expected to provide? How will it affect participants’ physical therapies to develop capacity but is not a cure? * Will automated assessments be well enough designed to provide forthe variable nature of individuals’ disabilities? it is my experience that automatic assessment tools are highly inefficient in collecting relevant information which may mean the difference between a participantreceiving the right level of support,or not.3FoR example use oF automative assessmenT toolS questionnaires“tick tHe boxmethod iS reductive And inaccurate as manY questions require“Yes/No responseswhen There May Be variants In how A questIon As simple AS Can you walk?”The answer To this quesTIon MighT BE“No”, however iT could bE only With assistance orWith The aid OfA mobility device”. WhILe some OF these variants MaY be includedIn THe assessement Toolthey maY nOt include more granular Information essentialTo ThEParticipant’s capaciTy: ground surface distance weather slope gradient etc can allaffect walking capacitFurther th eautomatie process Is TObe put through an algorithm. No professionalhuman responsibility WiLLBe ensured Which IS deeply disturbing For disabled people.Additionallyth ecLause “having exhausted All medical treatments”as criterion forelegibilityIs likelyto be extremely hardFor peoplewithdisabilities toprovide exact evidence. Also it Could exclude participants from obtaining necessary therapeutictreatments essentIal for sustaining basic health and capacity.Another change tothe legislation in This Bill is handing too much power tot heparliamentary minister without scrutiny Or consultation. the wrong hands with no comeback legally available. A whole program of supports could be discontinued at the whim of one individual minister. This would be contradictory to the purpose of the Schemewhich originally was intendedto help peolewithdisabilitieshaveco-designin decision-makingand self determinationinhow wearesupported.
