Submission: National Disability Insurance Scheme Amendment (Securing the NDIS
for Future Generations) Bill 2026 Name:
Dear committee secretariat, I am a disabled person living with over ten physical and neurodevelopmental disabilities. My main concern about this Bill is the change to the definition of ‘permanent disability’. Defining permanence in relation to the completion of symptom-related ‘appropriate’ treatments (including those that are not financially or geographically accessible) will prevent thousands of permanently disabled people from accessing vital supports. Such a change would further expose vulnerable, disabled people to extensive, unrealistic, and entirely cost prohibitive hurdles. Importantly, it has not been determined how treatment “appropriateness”will be assessed, leaving a gaping holethat wil likelybe filledwith uneven(andlikelydangerous)bureaucraticinterpretation. For example, the belowis an incomplete listoftreatments mayb considered‘ appropriate’ forthe management symptomsone my conditions.

This group will necessarily include those with intersecting vulnerabilities: those who, or any reason, cannot access treatments deemed ‘appropriate’ bureaucratswho fundamentally misunderstand or disregard the natureand complexity disability, discabledpeople, and our support requirements. The impactof merely witnessing such proposalsis immense. It has caused a great deal oftresserto myself many disabled peopleI know as we seeour government’s hatredfordisabled people andtheclosing off ournaccess tonasupported future.I can saywith confidence that someofofthemost vulnerablewill choose(and perhaps have already
