I welcome making submission about NDIA amendment bill as it stands now. As someone with disability unsupported under current NDIS system, my community has disabled people underserved; one such individual faces imminent death due lack support from single weekly visitation by support worker who feeds them once per week—only reliable time when they eat properly because otherwise unable feed themselves independently. This bill’s eugenicist nature will kill individuals. Historically governments tend towards fascism after mass disabling events like COVID-19 pandemic – evident Australian government currently and throughout history too. The harm this bill causes if passed includes killing lives & causing state violence through its far-reaching scope requiring further scrutiny before proceeding forward. P.S.: Consultation period of two weeks insufficient considering accessibility needs. According to Australia Govt Guide Policy Impact Analysis recommends at least minimum consultation duration should be thirty days where possible. This short timeline makes submitting comments almost inaccessible given executive functioning challenges. Recommendations include extending the consultation window for best practice standards (minimum) up-to-thirty-days. Key decisions left solely within ministerial instruments rather than law itself recommended by me—a disabled person, psychology trainee loving those on NDIS—to shift focus away from Eugenics toward supporting individuals perhaps via taxation measures against big business or gas exports.

The issue: Bill allows Ministers change eligibility criteria & funding levels without parliamentary debate or public oversight as outlined in Schedules 8&9, Part4 Schedule3 respectively; critical thresholds yet undefined under Schedules Parts(1), How it affects participants: decisions shaping their lives—eligibility & access—are subjectable changes made outside proper legislative process leading to lack awareness about available supports.

Recommendations:

  • Require unspent funds carryover at plan renewal.
    • Participants saving high-cost items should retain funding rights before any reduction takes effect; Requirement exhaust treatment options eligibility. Supports cut before replacement system is ready

The issue:

From October 1st 2026, funding announced includes a reduction in social/civic/community participation supports at 50% per cent; daily activities capacities reduced by ten percent (10%). Implementing these cuts through ministerial instrument power under Schedule One Part Four. The intended Foundational Support System aimed as an alternative has not yet been confirmed nor implemented.

How this affects participants:

Supports aiding individuals’ connection with their communities, skill-building & independence maintenance may be eliminated prior to any replacements being available, lowering carers’ responsibilities while offering no additional support. These services often ensure people’s visibility, connections — safety. THIS IS STATE MURDER AND EUGENICS!!!!!!!!!!!!!!!!! SAVE THE NDIS!!!!!!!!!! FUND THE NDIS !!!!

Recommendation:*

No reductions on community engagement or capacity building should take effect untilFoundational Supports are fully operational, adequately funded and demonstrably able meet those who will lose access to NDIS.
