Submission 2235 - To whom it concerns I am writing as a constituent, a Mother and on behalf of my 25 year old daughter who has complex disabilities.

I am deeply concerned about the proposed NDIS Legislative changes currently before Parliament and am opposed to this bill being passed.The Australian people are being told these reforms are about “sustainability” but disabledpeoplecarerfamiliesandprofessionalsareseeingsomethingverydifferent.Weareseeingproposalthatalikelyto:narrowdisabilityrecognitionreduceparticipationchoicecontrolincrease relianceonunpaidfamilylabourmakesupportshardertoaccess reducetosupportnonregisteredproviders increase reassessmentandevidentiaryburdens createmorebarriertoreviewsorappealsincrease discretionarypowerwithintheNDIAMInisterialprocessesFor many familiesmy familythen DISISnot fundingluxuryItisfundingsbasic survival,safetyregulationcommunication participationanddignityThepublicconversationaroundthENDISShasbecomedeeplyconcerning Disabledpeoplerisingbeingportrayedastransactionfinancialburdenratherthanhuman beingsentitledtosupporinclusionandsafetymeanwhile,theenormousinvisiblelaboranxiety stresscarriedbyparentscarersespeciallywomencontinuestogo unrecognised Manydisabledpersonemydaughterincludedwouldnothsurvivewithout1:1supportinal areasoflife Familymembersareasacrificingeownhealthemploymentfinances wellbeingbehindcloseddoorskeepthesafefunctioning There is rarely informal support inplace Removing supports will not remove disability or suppon needs It simply transfers the burden on to familie (many already at point of burn out) hospitals schools emergency systems homelessness services and unpaid carers If Government genuinely concerned about sustainability then solution isto stripsupportsfrom disabledAustralians Thesolutionistaddressing providermisconductappropriately reducingadministrativewaste ensuringgenuinecodesignwithdisabledpeople creating informedflexibleaccessibleplanning processes

  • properly funded foundational supports
  • fixing failures in health, housing and education systems I ask you to listen directly to disabled people, carers, clinicians and advocacy organisations before supporting reforms that may cause significant long-term harm. I strongly oppose this bill. Sincerely, Robyn Morgan
