Submission re NDIS Future Generations Bill 2026 to members of the Senate Community Affairs Commitee

I am the parent and Nominee for my , who has Down Syndrome and Intellectual Disability. had 2 attempts at Supported Independent Living (SIL) sharing a house with people he did not know nor with whom he shared any interests. The house was a workplace for support workers and because of staff turnover, he often did not know the names of support workers. It was a lonely and isolating time that left him with severe anxiety and depression. Thanks to NDIS funding, my son is now living in his own place with support from a team of excellent support workers selected and employed by him and his family.

I have a number of concerns about the proposed legislation:

Use of algorithms to determine plan funding -the Human Rights Commission has stated “Independent scrutiny is critical where automated or algorithm-based systems are used in public administration in ways that shape access to services and have financial consequences.”

Proposed reduction of up to 50% of funding to access the Community – we cannot return to the practice of keeping people with disability “out of sight and out of mind”

Lack of rights to appeal decisions to an independent body – the fact that so many appeals are upheld suggest there are significant problems in decision making

Thriving Kids and Foundational supports must exist before participants lose access to NDIS

NDIS cannot be reduced to cost without looking at the benefits -a good ordinary life, inclusion, care, respect and participation in work and community. We announced to the world in 2013 that Australia really is the land of “Fair Go” we cannot let that be snatched away.

My husband and are at the end of our lives and we would like to be reassured our son will be safe and that he will have support to live a good, ordinary life as a member of the community. We still provide some support although we are trying to prepare him for when we will not be able to do so.

I urge you to vote against the bill in its current form. NDIS involves a huge workforce of mostly excellent people performing much needed care and support. This makes Australia a better society, one that puts people first. NDIS is more than a budget item. Please protect NDIS and the lives of people who need it.
