I am writing about my sister, ho who is s22(1)(a)(ii)- irrelevant material, who is 23 and has a seve se intellectual disabilit ty. I am w riting about t he proposed Nat ion al Dis ability Ins urance S c hem e Am endment(S ecu ringtheNDISforFutur egenerat ions )Bill 2026.I understand teh NDlSneeds to be financia llly sust ainable,an d I get why ke eping costs under control matters.But Ih ave real concernsab out par of this B ill anda nd feel like Ineedtosay something.\n \nI thinkproposedsectionA should beremovedfrom the Bill. The way Ire ad it ,thisB ilwou ld give te Minister re ally sweeping powersto cut funding for specific groupsof NDIS participants through support determinations.The m wor redabout thi s because: • there are very few legal safeguards built in; • cuts couldbe applied tow hole categorieso pf people at once; • fund ingcouldbecute tob elow whatthesuppor tsactuallycosts ;and • ther es not enough transparencyor accountabilityin how decisionswould bemade.This meansthere’sarealchancethatbigcuts coulend uptargetingspecificgroups o f peopl-e—based on theirdisabilitytype, age orthekindofsupporttheyneed. Section34As as proposed would create a pretty extreme powert applyblanketpercentagec utsto fundingi nolderplans—all i nt he nameoffinan cial sustainability —withoutneedingtot: • reassesswhateachindividualperson actuallyneeds; •think aboutwhethercutswouldputpeopleatrisk; •lookath owcuts wouldeffect someone’s ability tofunctiondaytod ay; or • actuall yworkoutwha tharmthosefundingcutsmightcause.Thatfeelslikeitgoesagainst wh attheNDISissu pposedtos beab out-supportingpeop le basedontheir individual needs,notjustmaking broadfinancialcuts.A blanket cut like thiscoul dseriously disruptsupports thatp eoplerelyoneverysingle day-thingsliketherapy ,communityactivities,a ssistivetechnology,andhome modifications. People needtokeep receiving community participationfund ingthatact uallymatches what they nee.d.For som one likemy sister,w ithasevereintellectual disability,t hatmeansonet-to-one support—not justforherwellbeing,butforthesa feityof the peoplehelpin g hertoo.If h er fund ingetscut,she’dhaveto go t o here adayprogramlessoften.My sis terloves being around peopl-e—sh egenuinely on eofthemostsocial person I know—but she needs

support is needed. Less funds will lead to increased isolation, piling extra stress on their caregivers daily tasks such as: bathing, meal preparation, safety assurance & outings. The bill should ensure protection against budget reductions affecting individuals suffering mild-to-severe disabilities; cutting support services isolates those needing social interaction, imposing further limitations upon their lives without adequate resources. Thankfully being able to contribute towards decisions impacting our loved ones’ well-being holds great significance.
