Dear Committee Members,

I am writing as someone who has seen the impact that the proposed NDIS reforms have already had on a close friend who lives with disability. The uncertainty surrounding these changes has caused considerable anxiety and has noticeably affected their confidence, wellbeing and day-to-day functioning.

I am particularly concerned about proposals that may reduce funding for community participation and capacity-building supports. From what I have observed, these supports are not optional extras. They are the very supports that allow people with disability to engage with their communities, maintain relationships, pursue employment and continue building independence.

When community participation supports are reduced, the consequences are often isolation, declining mental health and reduced opportunities to contribute to society. My concern is that these reforms risk treating these supports as discretionary spending rather than recognising them as essential investments in inclusion and quality of life. I urge the Committee to carefully consider the long-term human and social costs that may result from reducing these supports.
