Submission on the NDIS Amendment Bill
My name is , I am the mother of an NDIS participant. My adult daughter has a chromosomal abnormality resulting in severe intellectual disability and has been a part of the NDIS since its roll out. She continues to live at home with me with support. Our day-to-day life is not easy however we manage with support from the NDIS.
I DO NOT support this Bill and seek to have it withdrawn.
My main concerns are:
Loss or reduction of supports. I am a single parent. My daughter is only able to remain at home because of the support she receives. This support enables me to work and my daughter to remain safe and have some quality of life. Community Participation funding. My daughter cannot access the community in a safe manner without having support. To withdraw this will isolate her and affect her mental and physical health and behaviours which will also make it difficult to keep her within the family home. Administrative burden. I am a single parent and work full time to support us. My daughter does not have the capacity to manage her own plan because of her severe intellectual disability. I do not have the capacity to do more than I currently am due to my full-time work and caring role and exhaustion resulting from this. ‘Non contactable’ rules. All contact regarding my daughter’s NDIS plan must go to me because of her severe intellectual disability (she is non contactable and does not have the capacity to act for herself). There are no other informal supports. I am a sole parent and caregiver. I already have an immense level of stress around what will happen to my adult daughter if I am not around. It is unreasonable to suspend a disabled persons plan if their guardian or nominee is non contactable as this may be due to ill health, mental breakdown or any number of reasons which do not mean that the person with a disability is not needing support to live safely or even just to live. Assessment changes. My daughter was automatically enrolled with the NDIS when it rolled out. Her disability is life long and she requires support for activities of daily life and to access the community safely. While she has made some improvements, she will never be independent or live a ‘normal’ life. We have gone through many assessments and plan reviews. To hear that everything will be automated is very concerning as there will be no flexibility or human oversight on decision making and I believe this will be disastrous.
Parents of people with a disability are already exhausted and at breaking point from their relentless caring responsibilities – I know I am! My daughter is more than just a budget saving. Her life matters!
