Submission regarding the NDIS Amendment Bill 2026
To whom it may concern,
My name is , and I am writing to share my views on the National Disability Insurance Scheme Amendment (Securing the NDIS for Fure Generations) Bill 2026. I live in , NSW in the electorate of .
Whilst I am making this submission as a single parent of a NDIS participant, I am also advocating for the voices that are not heard in my role as an educator. My adult son, , relies on the NDIS for vital supports to become the man that he is capable of in an inclusive society.
Our Experience with the NDIS
The NDIS has been incredibly important and life-changing to our family. has multiple diagnoses and fulfils the criteria of having a cognitive impairment as well as a mental health impairment. Because of the current scheme, my son has been able to access targeted support workers which has allowed him to communicate more effectively, live more independently and participate in the community. This support means that I have been able to continue working and most importantly maintain my role as a mother and minimise carer fatigue.
My Concerns Regarding the Proposed Changes
I am deeply concerned about the proposed changes in the Bill, as stated in the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 Fact Sheet ndis amendment-securing-the-ndis-for-future-generations-bill-2026—fact-sheet.docx specifically:
Part 4 - Support determinations Part 4 enables the Commonwealth Minister to make determinations to reduce funding for groups of supports. This will enable a Ministerial determination to reset participant support budgets for social, civic and community participation and capacity building daily activities.
The changes that will become effective almost immediately if the Bill is passed, will significantly impact as he will lose access to essential daily supports, make it harder

to tailor supports for ’s unique needs and add an emotional burden to an already stressful environment.
My Recommendations to the Committee
I urge the committee to consider the following recommendations:

Ensure that any changes do not reduce the core funding that participants rely on for basic quality of life.

Maintain genuine choice for participants and their families who know their needs best.

Consider the Vision 2030 for Mental Health and Suicide Prevention in Australia summary https://www.mentalhealthcommission.gov.au/sites/default/files/2024 03/vision-2030—executive-summary.pdf that stated in part –
I know I will be treated with respect and my experiences taken seriously because I live in a community that really values mental and social wellbeing…There is no risk that we will fall through cracks in the system.
It is imperative that the same empathy and consideration that is afforded to those with physical impairments is also given to those who have impairments that can’t be seen.
I agree that there are current systemic problems within the current system that necessitate change. However, further direct consultation with people with disability and their families is indeed essential to creating a more inclusive, balanced, and effective system. Ensuring that participants’ legal and human rights are upheld is fundamental to maintaining safety, dignity, and respect within all services and support frameworks.
