I write to oppose the proposed NDIS reforms currently before Parliament and to register serious concerns about their likely impact.
The NDIS provides essential support that enables independence, safety and community participation for people with disability and their families. Any substantive changes must be developed through meaningful consultation with participants, carers, families and frontline workers.
The proposed changes would narrow what qualifies as an NDIS support and transfer key decisions from Parliament to delegated rules and ministerial instruments, reducing parliamentary oversight and creating uncertainty.
This risks loss of access to support, undermines the Section 34 principle of reasonable and necessary support by replacing flexible, individualised decision‑making with rigid lists and categories, and introduces impairment notices and categorisation systems that may reduce participants to administrative labels.
The reforms also appear to raise barriers to review and appeals, disproportionately affecting people with intellectual, psychosocial or cognitive disabilities and those with limited advocacy support.
I urge the Government to pause the process, undertake genuine consultation with the disability community, and ensure the rights, dignity and wellbeing of people with disability are fully protected.
