SUPPLEMENTARY SUBMISSION
Dear Committee Secretary
My primary submission was made on 29 May 2026.
Since that submission, another extension has been provided for people to have input into this Bill. I am deeply appreciative of the current extension.
I will also say, these piecemeal extensions that are demonstrably an inadequate provision of time to enable legal and policy professionals to engage properly on the intricacies of the Bill – much less to enable people with cognitive disability this same opportunity – are exhausting, insulting and still insufficient to be considered adequate consultation.
Both of these statements are true.
I am also dismayed at the biased Easy Read Factsheet written by the Australian Government Department of Health Disability and Ageing (DHDA) about the Bill. People with cognitive disability deserve correct information about the Bill. It should not be incumbent upon Disability Representative Organisations to ensure clear and neutral information is

more accessible for people who will not understand the Bill itself or general commentary written in complex or plain language.
I will add that since my primary submission, the Government has clarified how it intends to apply the Bill. One example was that where the Bill allowed for 99.99% cuts to occur, the Government stated it had no intention of making cuts above 50%.
I remain indebted to many others in the community who have submitted their legislative deep dives. I again ask that these are read and acted upon in good faith.
Because I do not care what the current Government says it intends to do or not do. I care what the legislation enables it to do or not do.
Some of us are policy experts. Some of us are studying law. Some of us are lawyers. None of us take kindly to our legislative concerns being misrepresented.
Nor will we accept any Government’s promises – whether or not we have cause to trust that Government – over and above the legislation it proposes that will guide current and future governments.
We do not want to be reassured. We want proper legislation that demonstrates understanding of our lives. The current amendments do not yet do this well enough.
