Submission re Proposed NDIS Future Generations Bill 2026
Hello
I am writing in regard to the Proposed NDIS Future Generations Bill 2026.
My 29 year old son is an NDIS Participant. He has complex needs and requires 24/7 1:1 support. He has profound autism and apraxia.
I am very grateful to the NDIS as it helps keep him safe.
I understand that reform is needed and that sustainability matters but I strongly oppose these proposed changes.
I am very concerned about the Minister’s new power to cut participant funding without appeal (s34A).
The proposed changes to social and community participation funding are alarming. The Minister has stated that he intends to reduce Social and communication funding by 50%.
The Minister states he is doing this because of support workers scrolling on their phone? While I agree that it is not good to see support workers scrolling on their phone I do not believe the answer is to cut social and communication funding.
My son requires continuous 1:1 support because of profound behavioural support needs and a reduction to community participation funding does not reduce the need for supervision. I know my son would struggle a lot if he was told he was not allowed to go out and it could cause behavioural issues.
The Minister is failing to recognise that for participants with complex disability, these supports are not a luxury but a vital requirement to keep people safe.
Suggestion: Amend s34A so that any percentage reduction to a support category cannot apply to participants whose plan funding for that category reflects high or complex support needs – including but not limited to participants requiring 24/7 supervision, participants with profound behavioural support needs, participants with complex health support needs and participants with intensive 1:1 support requirements. Provide an automatic exemption mechanism so that a uniform percentage reduction cannot produce unsafe gaps in supervision or support.
There seems to be a community perception that NDIS participants with high support needs will be safe from any negative impacts of the proposed changes. Unfortunately this is NOT true. No participant is protected from cuts under this Bill.
Families of adult children with complex disability have no peace of mind knowing that funding can be cut at the stroke of a pen.
There are other ways the government can save money. (Taxing gas corporations is one excellent way to generate money which would easily cover the costs of the NDIS).
I think the Minister is failing to understand that needs don’t disappear so it is really just shifting the load to another bucket e.g. medical/hospitals.

I wish people making these decisions had lived experience of disability.
It would be a good idea for people making these decisions to go and live with families who have children with disability. Then maybe they would have some understanding and compassion.
Please consider the impacts of this Bill and the power it will give a government minister to cut people’s support with no regard to their individual needs or circumstances, without warning and without the right of appeal.
