National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 2724
SUBMISSION – NDIS – Securing the NDIS for the future.
My daughter acquired a Brain Injury August 2012. Her diagnosis was poor and expectations of survival were very low. If she survived her quality of life was deemed vegetative. As parents we have battled on unable to accept that this would be s life.
In the time that I was a full-time carer I suffered some injuries which have reduced my capacity to lift shopping bags and walk long distances. When the NDIS funding commenced has made remarkable progress. She is a long way from achievable a goal of independence but that still remains our mutual goal.
Communication
is non verbal and has gone from having no expressive communication to accessing an eye gaze and able to start telling us how she feels. This is in the very early stages and she is keen to upskill to be able to use this device effectively.
Mobility
was transferred using a hoist and a sling. She now transfers with a steady Sarah to her wheelchair and commode. With her physio therapy she is working on weight bearing and walking a short distance with a walker with assistance and hopefully will continue to improve and achieve her goal of walking independently.
Eating
was peg fed for many years but since the NDIS has had the peg removed and is eating solids and drinking fluid. The food is cut into small pieces and she is fed by support staff as she is still unable to feed herself. This is a goal with her OT and hand therapy to bring the spoon to her mouth. She has managed to get an ice cream up to her mouth by herself. She is also drinking from a straw with assistance from staff.
We have been eternally grateful for this funding which is never taken for granted and feel blessed that is continuing to make gains although being a very high needs client.
At the same time, the reviews of funding are an absolute nightmare as we have to continue to advocate for her program to continue to ensure she maintains her achievements and continues to build on them.
I am 70 years old this year and pray that the decision makers acknowledge the contribution that the NDIS is making to persons such as .

We do acknowledge that the scheme has been exploited by many. We beg that the right people are targeted and bought to justice. This will save the $ needed to continue your wonderful work with the clients that need and deserve to have an opportunity to access a quality of life. The cuts need to be made with CAREFUL consideration and each individual case needs to be assessed. Blanket cuts often penalize and target the most vulnerable.
I would also like to suggest that funds could be saved by having reviews bi-annually for slow to recover clients who are making slow but steady gains. This would save a considerable amount of money in reporting (quite often very repetitive).
Humbly
