Reliance on community participation funding for mother's wellbeing and author's access to public spaces (Participant experience)

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 2752

This is my submission to th government’s NDIS Inquiry.

I am a level 2 autistic 16 year old living in Victoria, my mother is visually impaired, has PTSD, struggles with mobility issues and is a single parent of 7. We are both on NDIS.

My family would not be able to get by without the supports my mother had been receiving for about a decade. We rely on the community participation funding she receives in order for her to go grocery shopping, as she cannot do this sustainably by herself, especially given the amount of food it takes to feed such a large family. Without these supports, we would not be able to eat.

Community participation funding also allows her to maintain her wellbeing by allowing her to have hobbies like sewing she wouldn’t have been able to take up without the help of support workers. She deserves the same opportunity of a good quality of life as every other person. What ever happened to giving everyone a fair go?

I myself rely on community participation funding to leave the house on my own terms and to attend appointments. I cannot access the community by myself, and since receiving these supports earlier this year, I have been able to go places I have never been to – and that are normal, everyday locations like a park or a public library – with a trained support worker. I do not need to rely on my disabled family members who do not properly know how to support my significant needs in public and still be able to access the community. Before I had this funding, I would not leave the house outside of going to school, which has an impact on my capacity to exercise and maintain a healthy lifestyle. I don’t know what I would do if that support was taken away.

Without these supports, the burden of looking after me in public falls onto the shoulders of my disabled mother and my younger sister (who is in the process of an ASD diagnosis themself).

Frankly, I am appalled at the government for these cuts and this bill. Millions of disabled people will be forced into isolation and debt and millions will die. This bill shows that the government would rather risk human lives than tax gas. The bill does not address NDIS fraud, it only harms disabled lives. Why are disabled people paying the cost of the government’s inadequacy?

As a young person, I am scared for my future. As someone who will be voting in a few years, I am not instilled with trust in the current running party. What ever happened today fair go for all?

This bill is killing millions of disabled people.

This bill is killing families.

This bill is killing carers.

This bill is killing children.

This bill is killing us.
