Dear members of the Senate committee,
I am a 38 year old participant with multiple disabilities that are recognised by the scheme. I am writing to you with concerns regarding the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
I oppose the Bill. This submission in no way completely covers all of my concerns with the Bill but I believe it’s better to submit a submission than not to, under the circumstances of how this will affect the disability community if the Bill is passed.
The proposed Bill doesn’t allow for the fact that multiple disabilities can coexist in the one participant, ignoring the impact that one disability might have on another. It is not fair or right to separate the participant into little segments and say we are only supporting you for one disability. This should continue as it is currently.
The proposed new reassessment tool and its implementation from 2028 is very concerning, especially given that under the proposed Bill there will be no human oversight once a plan is decided by the algorithm . Also having effectively no right of appeal under the changed function of the ART (no room for them to overrule NDIA and only able to send it back to the NDIA to start the process again).
A little bit about my situation. I moved into a unit (privately bought by a family member) at the beginning of this year. There was massive burnout in my family, and my family

was no longer able to care for me as I need. Me living independently has only been possible because I have been able to have daily support workers under the NDIS. I am afraid that funding cuts would potentially mean I’d be stuck in a unit by myself, not able to have help with daily living or community access. It is not going to be possible for my family to care for me again. My parents are aging and I don’t have other informal supports. The proposed cuts to community access funding across the board is going to mean more people stuck at home. This is totally not in line with what the NDIS was intended to be. I have been able to join a weekly choir and this has really improved my quality of life. If this funding it cut, I will mostly likely not be able to attend anymore.
I implore the committee to not pass this Bill. If it passes, there should be significant changes. Co design needs to be actually used. There needs to be much more consulting time as well.
