To Whom It May Concern:
I write in reference to the Government’s Inquiry into the National Disability Insurance Scheme Amendment Bill 2026.
As a board director on the Tutti Arts board, I am deeply concerned about the current proposed amendments to the NDIS scheme and its impact on the participants involved with Tutti Arts.
The risks posed by expanded ministerial powers to reduce funding without review and the reduced participants rights and flexibility within NDIS plans will have serious consequences for the lives of the users of Tutti’s programs. Many of the regular and loyal participants will have limited options to continue their involvement without the support of NDIS.
The critical role of arts practice as a reasonable and necessary support for neurodivergent and people with a disability is well documented. The lack of ongoing financial support will cause a high risk of participants being denied pathways to employment, identity and inclusion within their community.
I urge the Committee to take into account the risk of reduced participant rights and flexibility within the NDIS plans in the future.
