National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 2932
Submission on the NDIS Amendment Bill
Name:
I am a: Family Member (mother) of a child participant
I am concerned that this Bill will lead to reduced access to essential NDIS supports particularly community participation supports with an increase administrative pressure on participants and families.
I am also concerned that it shifts responsibility back onto families who are already providing high levels of care without adequate supports and mainstream service availability.
This Bill will affect me and my son;
-
My son has been an NDIS participant for more than 10 years.
-
I am his sole support person.
-
My son experiences extreme behaviours and requires significant support to safely access the community.
-
Community participation supports are essential for his safety, development, independence and future employment opportunities.
-
These supports also provide necessary respite that allows our family to continue living together safely.
-
Increased administrative requirements may result in supports being reduced or lost due to paperwork or communication issues rather than actual changes in need.
-
If supports are reduced our family would struggle to continue caring for my son safely at home.
-
I am concerned about reduced flexibility and increased system driven decision making that does not reflect real life complex circumstances of individuals such as my son.
One example from my experience:
NDIS supports have been essential in keeping my family together and safe. Before appropriate supports were in place we experienced extreme stress, constant physical safety concerns and situations where family separation felt like a real possibility.
Community participation supports allow my son to access the community safely, build skills and work towards future independence. They also provide essential respite so I can continue in my role as his mother rather than being in a constant crisis management and caregiving role.

Without these supports, I am genuinely concerned that we could return to a situation where serious harm could occur or where we would no longer be able to safely live together as a family.
What I want the committee to understand:
The NDIS has allowed me to be a mother to my son, not a 24/7 crisis worker.
These supports are not optional extras. They are essential to our safety, stability and long term independence.
Community participation supports are particularly important because they help my son build the skills he needs for future employment and independent living, while also keeping him safely connected to our community.
Removing or reducing these supports does not reduce need. It increases risk, stress and the real likelihood of crisis situations for both participants and families.
My position on this Bill:
I do not support it
Because:
I do not support this Bill because I am concerned it will reduce vulnerable people’s access to essential supports, particularly community participation and increase administrative barriers meaning participants will lose supports they rely on for safety, stability and current and future independence. These changes place too much pressure on families like mine, who are already providing full time care with limited support and are truly already struggling.
