I am a support worker working solely with NDIS clients. My main concern about this Bill is that it will introduce rigid, one-size-fits-all rules that ignore the individual, fluctuating needs of participants. This Bill will undoubtedly affect the people I support and their ability to access flexible, responsive support during times of crisis or unexpected change. For example, I currently support a client with a progressive condition whose needs change weekly; under this Bill, rigid budgets and narrow definitions would prevent that client from adapting week to week, likely leading to hospitalisation and greater system costs.

What I want the committee to understand is that the NDIS works best when it trusts the expertise of participants, families, and frontline workers. Adding more bureaucracy and narrower definitions will hurt the very people this scheme was designed to protect. My position on this Bill is that I have serious concerns for the welfare of the people I support, because I have seen how small changes in policy can destabilise vulnerable people. This Bill prioritises cost control over participant wellbeing and will likely cause harm, distress, and loss of essential care.
