Generations Bill 2026

Attention: Committee Secretary, Senate Standing Committee on Community Affairs

I appreciate that I can make a submission to the Senate Standing Committee on

Community Affairs about the National Disability Insurance Scheme Amendment

(Securing the NDIS for Future Generations) Bill 2026.

I am a carer of a 13year old NDIS participant who is autistic and has other diagnoses which affect her participation in society.

I believe this Amendment Bill will cause harm if it passes Parliament. Two aspects that particularly concern me are as follows

1 Unvalidated functional capacity assessment tool which risks misidentifying need

The named assessment tool is the Instrument for Classification and Assessment of Support Needs (I-CAN). As the person I care for has fluctuating needs. I fear I-CAN will not capture the full extent of her disability or that she will be found ineligible for the assistance which medical and allied health experts have stated she needs in order to thrive.

2 Existing participants face narrower criteria and fewer rights to challenge decisions

For the person I care for, their current NDIS plan just covers a year of fortnightly therapy appointments. If that funding is reduced, she loses therapy which will impact her educational outcomes, leading to an impact on her future in the workplace. I believe it would be safer

and healthier for people to have the ability to challenge decisions which can affect their future.
