RE: NDIS Future Generations Bill 2026
Dear Senate Committee,
I am writing regarding the NDIS Future Generations Bill 2026.
I am an Emeritus Professor of Cultural Studies and Human Rights who has had over twenty-five years’ experience with people with disability in relation to their social, cultural, political and
economic well-being, and their active inclusion in all the activities of citizenship and full
participation in society. I have contributed to research, teaching and advocacy for people with disability, which has given me significant understanding and insight into the community and their lived experience.
I am writing with the utmost concern about the proposed Bill, which will, in my view, adversely risk the safety, trust, flexibility, cultural safety, continuity of support, and independence of people with disability and their family life.
At stake is the diminishment, dehumanisation and denial of the agency and dignity of people with disability in Australia.
The proposed Bill has the potential to be harmful and injurious. As it stands, I consider the Bill fundamentally flawed and it will cause trauma and distress in the community of people with disability. Therefore, my view is that the Bill should be opposed.
I also urge the Committee to consider extending the period of Submissions by one month to provide adequate time for the Australian community to give meaningful feedback and make submissions.
