My name is , I live in Adelaide and work in Deaf education in primary and high schools. - I care deeply about the ability for my communities to access the support they need via the NDIS and believe that the proposed changes would be detrimental to disabled people, their friends and their families.
My experience is in the Deaf community where many people have complex and overlapping disabilities. Due to this I am deeply concerned that the NDIS funding support for only one primary disability could leave disabled Deaf people without language access. I don’t think the proposed changes are conducive to a deep understanding of disability. One primary disability receiving funding does not account for how other disabilities may change the accommodations suitable for that primary disability. In this scenario, intellectually disabled Deaf people I know who are relying on support workers, will not be able to access their linguistic community, Auslan interpreters or necessary home safety features while also maintaining the support they need to engage with their community and live a healthy fulfilling life.
I am deeply concerned about the devaluing of community involvement in the proposed bill. Upon reading the summary of key changes I was appalled to see the government hoping to attain even more control over the ability for disabled people to engage with their communities in Part 4 – Support Determinations. It is already dehumanising to rely on funding to be able to engage socially. To further allow Commonwealth Ministers, who have no personal connection or understanding of the people they’re making decisions about, to singlehandedly reset participant support budgets is not valuing disabled people in society.
The government is supposed to look after its people and these cuts to NDIS directly go against that. Tax billionaires and big corporations to fund marginalised and disadvantaged people who need the NDIS to survive. If big corporations were taxed fairly there, would be no need to cut NDIS funding. The proposed changes show the government valuing money more than disabled people’s lives.

Myself, and the people I am around daily have far more concerns regarding the proposed changes but due to the 2 weeks provided to make a submission, am unable to include all thoughts succinctly. I’m disheartened that such a short timeframe was provided, many disabled people will not be able to have their voices heard how they want or to the extend they want within this timeframe.
I believe the bill in its current form is harmful and should not be passed by parliament. I believe many issues with the budget can be resolved by taxing billionaires, big corporations and fossil fuels, fairly.
