Please accept this submission outlining my concerns about the current NDIS structure and a proposed alternative model for disability support.
In my view, the NDIS was not established in a way that prioritised people with disabilities, their families, and carers. Too much funding appears to be absorbed by the administration of the system itself rather than being directed to the practical supports that participants need.
Key Concerns About the Current System
High spending on NDIS buildings and infrastructure. Executive, management, and administrative costs within the NDIS. Administrative costs within the NDIA. Plan management arrangements that are actually disconnected from the actual needs of participants.
Proposed Alternative: Abilitycare
Reform the current disability support system so that funding is directed primarily to participants, families, and carers. Reduce waste and administrative overhead across the existing NDIS and NDIA structure. Recognise that treating doctors are often best placed to identify a participant’s support needs. Fund longer medical appointments so doctors can properly assess and prescribe the supports participants require.
How Abilitycare Could Work
Register providers through a numbered system like the current medical registration arrangements. Include therapists, occupational therapists, speech pathologists, support coordinators, care providers, yard maintenance services, cleaners, and other approved supports. Allow providers to use their existing registration numbers where appropriate.
Doctors would issue support prescriptions for participants who require services. A central Abilitycare system would hold provider details, contact information, and pricing for claims. Participants, families, and carers could access the system directly to arrange appointments. Claims would be processed through the Abilitycare system after each appointment. Claim amounts could align with current private pricing, with standardised rates built into the system to reduce unnecessary processing and complexity.
