Re: Submission on the proposed NDIS Bill, the National Disability Insurance Scheme
Amendment Bill 2026.
My name is . I live in Victoria and I am the mother/guardian of my son who
is 53 years old. has a severe intellectual disability, has limited verbal communication and has behaviours of concern. requires 24/7 support and he lives in a SDA in Sydenham.
Since the NDIA cut his group funding approx 2 years ago, is now funded by the NDIA for Social and Community Participation (SCP) with 1-1 support staff on weekdays. SCP allows to access his community, learn safley to socialise and communicate with others and learn new skills. SCP is a necessary support service vital for ’s development, health and wellbeing.
I am writing to you to voice my concern about the proposed changes outlined in the Bill. My
biggest fear is the proposed cut to SCP by 50 per cent. If s SCP is cut it will mean will
not be able to access the community and he will become socially isolated. ’s behaviours of concern will escalate, as we saw evidence of this during the COVID lock downs and his opportunity to learn new skills will cease. will be stuck at home, affecting his development, mental health and wellbeing. My capacity to have over may be affected if his behaviours of concern increases due to the proposed cuts.
The Bill needs to ensure the protection of people with complex and high support needs, the need for fair and transparent assessments, the rights of appeal and of choice and control. This is what the NDIA promised. I believe this Bill to be dangerous and unconstitutional and plead with you to prioritise not to pass the Bill until major changes are made. I ask that there be an addittional enquiry involving the voice of people with a disability and/or their carers and disability organisations. This is the NDIA we were promised.
