NDIS Legislation Submission: Objection to the Proposed 2026 Bill

I am writing as a family member of an NDIS participant to formally oppose the National

Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill

The NDIS has played a fundamental role in my family member’s life, really enhancing his daily independence. Through these supports, he has successfully engaged in the community and volunteer work, regular access to therapy that contributed to his on going progress thus, develop a meaningful sense of belonging. Although managing his aggressive behaviors remains an ongoing challenge, having these services in place equips us with the vital tools we need to help him regulate and cope.

The proposed changes will severely compromiser my family member’s independence, safety and community inclusion.

I strongly object to the bill for the following reasons:

Cuts to Core Supports (Social Participation & Daily Living Self-Care)

Restrict these budgets, isolating vulnerable people and threatening essential daily care. Without these supports, my family member would be unable to attend weekly community groups, community access, cooking class, therapy sessions to reinforce exercises in daily life, safely get dressed and showered during hydrotherapy sessions, assist him to the gym and safely use the equipment, volunteer in the community. The participant lacks a sense of danger and has complex behaviour needs, making 1:1 support vital, especially when he’s out in the community to simply enjoy basic things most people do. Removing these resources compromises my family member’s self worth, closing the doors to employment and volunteering, and stopping him from contributing to his community.

Cuts to Capacity Building (Development of Daily Living Skills):

Reducing these funds halts vital skill development. For my family member, this funding is currently used to improve his communication with regular sessions with his speech therapists, both in the clinic and during community visits. This is due to his limited speech. Additionally, he maintains his strength and fitness through regular sessions with a physiotherapist at the gym, pool and community visits. An Occupational therapist assists him in developing his independent skills and work on sensory regulation strategies with regular sessions. Stripping away this financial support will not only stall his momentum, but actively push him backward.

Cuts to Capacity Building (Improved Relationships):Restricting funding for positive behaviour support is dangerous. This specialist support has directly helped our family by reducing communication frustrations, keeping everyone safe at home, and recommending proactive safety strategies for participants, their families, and support teams to manage future incidents. Cutting this funding increases family stress and heightens the risk of crisis.

New Needs Assessments and Support Lists: Rigid lists and generic, automated needs assessments strip away person-centred care. Disability is diverse, and a one-size-fits-all model is simply not effective. These changes directly affects my family member’s independence. Furthermore, this will impair the safety, well-being, and community involvement of my family member living with a disability.

I am committed to placing the NDIS on a solid financial footing for the future. However, this bill needs significant amendments before it can earn my support.

I urge the Committee to reject this bill.
