NDIS BILL SENATE SUBMISSION.

I have a 36 year old son born with permanent and significant disabilities.

The National Disability INSURANCE Scheme was explained to me at many pre NDIS meetings I attended in Perth that it is a guaranteed INSURANCE for our loved ones to be cared for the rest of their lives. The NDIS is very important as the most vulnerable people living with a disability will always under Human Rights, the Convention of Rights for People with Disability be safe, shown dignity and respect.

I strongly oppose this legislation.

To assess the legislation in 2 weeks is not enough.

The challenges and hardships that families and participants face with the passing of this bill are enormous and life altering.

The 50% cut to Social and Community participation.

NDIS Quality and Safeguards Commission. Human Rights Convention on the Rights of

People with Disability. Article 30. Participation in cultural life, recreation, leisure and sport.The cuts mean that people with disabilities will be denied their human right to have choice and control over their participation to access social and community they will become isolated, possibly develop mental health conditions and behavioural problems.

My son was born with a life long disability, he has a severe intellectual disability, cerebral palsy and communication difficulties as he is nonverbal. With many challenges in life he remains a wonderful caring young man.We as a family have devoted our lives to caring for him 24 hours a day as he needs help with all areas of his daily life.

After many years of care my husband and I who are in our seventies made a very difficult and upsetting decision to explore supported accommodation. After years of applying for funding, lodging appeals he now lives in supported accommodation with 24 hour care with three other residents. He requires and has had for years 1:1 support for community access, recently his funding has been reduced to 1:2 which is totally unacceptable as his safety is put at risk, functional assessments and reports forwarded to NDIS have stated clearly the high risk he faces 1:2.

The extreme amount of stress we as a family have gone through, for him the anxiety about change has at times made his behaviour challenging as he doesn’t understand what is going on. He has a Positive Behavioural Support Practitioner to assist him.

Whilst I strongly oppose this legislation/bill at the very least I feel it is necessary to give the disability community more time to read and understand the bill and make a comment.

The bill means our son may lose quality and control over every aspect of his life.

He is vulnerable and totally reliant on others for care.
