Department of the Senate,
My name is and my niece is an NDIS participant. She has multiple
disabilities recognised by the NDIS including a severe intellectual disability, is legally blind, has a physical disability, epilepsy and requires 24/7 1:1 support.
This support is mostly provided by her Mum while her Dad continues to work to support the family financially.
Prior to December 2025, had 30 hours of community access funding in her plan which she has had since her first NDIS plan in 2017. In December 2025 that funding was halved to just 15 hours per week. If the proposed changes go ahead and it is further reduced by 50% that will leave her with 7.5 hours of community access per week.
Her Mum and Dad are already sacrificing supports to keep a regular routine for as she does not cope with change due to her disability.
Without the funding for social and community support • Is at risk of harm as she has no sense of danger • Is a falls risk due to her vision • Will not be able to attend therapy ( which will worsen her physical disability) • Will not be able to continue the connection she has with her community • Will not be able to access the community to do things we all do ( such as : go to the Chemist and pick up medication or go grocery shopping)
This will add to the extreme carer burnout for her parents are currently dealing with and will lead to an increase of self harming behaviours and damage to property.
I urge the committee to rethink the blanket cut across all participants and consider participants as individuals and cater to their needs.
I oppose the way the bill will punish people like my niece and her parents. It should not be at the expense of people with complex disabilities.
