To Whom It May Concern,
I am writing to oppose the Bill that is before Parliament at present to do with the future changes to the NDIS, it has myself and my daughter extremely worried about her future. My 48yr old daughter has Severe Athetoid Cerebral Palsy, her disability is physical not mental, she is very intelligent! She requires a motorised wheelchair for mobility and communicates via eyegaze technology, she relies on myself and workers for all of her personal care and needs.
Our concerns: Cutting funding from her community participation: My daughter cannot go out into the community without the assistance of myself or a worker, it would be dangerous and not achievable without someone beside her to assist at all times. Making workers registered: We self-manage and have since the beginning, if you make workers register she would lose choice and control over who assists her and I feel more expensive, at present she chooses who she has in her personal space and this is very important for ongoing trust, training and health issues. The Ministers new power to cut funding with no appeal: If we had not been able to appeal decisions made by NDIS delegates, my daughter would not have the assistive technology she needs for her basic daily existence. In the past, we have had to appeal decisions relating to essential equipment, including a shower/commode for toileting and showering, and her eye-gaze communication system. Both were trialled successfully, and we provided supporting reports from allied health professionals confirming they were suitable and necessary. Despite all of this, the requests were declined even though she had totally outgrown her old shower/commode and it was extremely uncomfortable. We appealed and eventually the importance and validity of the equipment was seen and approved (that be many months later). Unfortunately

this seems to be the norm, it continually happens, so removing the right to appeal risks leaving vulnerable people in the NDIS community without the basic supports they need to live with dignity and safety. The new functional Capacity Test: I’ve lost count of the number of reports we have sent in to validate my daughters disability, her disability is not going to get better, it is permanent, has been since birth, no amount of reports is going to change that nor make her miraculously more mobile and need less assistance. The money that these reports cost could be put to better use, let’s try and use what’s already been presented.
Please reconsider these changes that are proposed, we feel they will be very harmful to the participants of this scheme, will take choice and control away and put participants at risk.
