Dear Committee Secretary

Full Stop Australia writes to raise concerns regarding the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026. We have endorsed the submission to the Committee by Women With Disabilities Australia and note their specific concerns regarding the worrying potential impacts of proposed changes on women who are NDIS participants and women who are carers of or support NDIS participants.

Full Stop Australia is a nationally focused not-for-profit organisation which has been working in the field of sexual, domestic, and family violence since 1971. We perform the following functions:

  • Provide expert and confidential telephone, online and face-to-face counselling to people of all genders who have experienced sexual, domestic, or family violence, and specialist help for their supporters and those experiencing vicarious trauma.

  • Conduct best practice training and professional services to support frontline workers, government, and the corporate and not-for-profit sectors.

  • Advocate for laws and systems better equipped to respond to, and ultimately prevent, sexual, domestic and family violence.

Women with disabilities experience significantly higher rates of sexual assault and domestic and family violence than other women and men with disabilities1. Any changes to supports that enable their independence and access to services need to consider how this might impacts on risk of violence. NDIS may provide critical supports that enhance access to safety and any changes need to be carefully considered.

For women who are carers or supporters, shifts in the expectations to provide care or reduced supports may, where there are risks to their safety, put them under increased pressure and have unintended consequences for their safety.

We support calls by specialist disability organisations and others working in women’s’ safety for the Government to publish a comprehensive gender impact assessment that examines the impacts of the proposed reforms on women and girls with disability, including current and prospective NDIS participants who are already experiencing unmet need, and demonstrates how the reforms will avoid further entrenching existing gender inequalities.

We also support the call by the Working with Women Alliance to ensure that NDIS reforms are considered in the context of other important national policy frameworks such as the National Plan to End Violence against Women and Children 2022–2032, the Working for Women Strategy, Closing the Gap targets, and the implementation of accepted Disability Royal Commission recommendations. Changes that reduce access to supports or increase uncertainty risk undermining progress against these national commitments. This is particularly important as the Commonwealth commences consultations to support the Second Action Plan under the National Plan.
