Concerns over social participation funding and reassessment processes (Participant experience)

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 70

To the Senate Community Affairs Committee,

I live on the Central Coast, NSW. I am a person with a disability and also a parent of a child with a disability. I am writing to make a submission about the NDIS Future Generations Bill 2026.

I do not support this Bill in its current form because I believe it will reduce essential support and increase uncertainty for people with disability and their families.

The issue that concerns me most is the proposed reduction in social and community participation funding, along with the broader tightening of access and reassessment processes. Social participation is not a luxury. It is essential for mental health, wellbeing, inclusion, and maintaining connection to the community.

As a person with disability myself, and as a parent supporting a child with disability, I already see how important these supports are in daily life. They are what make it possible to participate safely in the community, access services, and maintain stability. The current uncertainty about future eligibility, reassessments, and potential cuts is causing fear across the disability community. Many people are already anxious about losing the support that they rely on to live independently and safely.

If these changes go ahead, I am concerned people will be forced into further isolation, increased stress, and poorer mental health outcomes. Families may also carry more unpaid care responsibility, and people with complex or less visible disabilities may be disproportionately impacted.

I am asking the Committee to recommend that the Bill be amended or not passed unless it:

● protects social and community participation funding ● ensures fair and transparent assessment processes ● guarantees meaningful appeal rights ● includes proper consultation with people with disability before major changes are implemented

People with disabilities must be central to decisions about disability policy. We need stability, clarity, and support that allow us to live full and connected lives.

Thank you for considering my submission.
