Submission on the NDIS Amendment Bill

I am a: Disabled person

My main concern about this Bill is:

Automated decisions and algorithms with no individual appeal. This will cause suicide. Robodebt specifically for disabled people is a completely unacceptable mental health risk. People will attempt to take their own lives if they are cut off by automation/ algorithms/AI with no avenue for appeal. It is inhumane and it is a mass suicide waiting to happen. It happened with Robodebt. People died.

This Bill may affect me because:

  • I have a physical disability (postural orthostatic tachycardia syndrome)

  • I have Long COVID

  • My life and future are in the hands of the NDIS

  • My friends and chosen family are NDIS participants who only have access to life and the community with support from NDIS and if they are moved off the scheme they will become socially isolated and this will cause mental health risks

One example from my experience:

  • I was referred to a Long COVID clinic by my GP when I was first diagnosed

  • The social worker there told me I was not eligible for any support for my disability

  • At that point I had not walked in 2 years

  • I was unable to make my bed, shower or cook or clean

  • To say I was not eligible for any support was completely disgusting and disgraceful

  • This clinic has since been defunded

  • I now continue to face barriers to access NDIS or any disability support despite Long COVID and POTS causing me to be unable to stand, walk or do basic tasks

What I want the committee to understand is:

Disability funding is a matter of life and death. Allowing disabled people to be at risk of suicide or death is simply unacceptable in Australia. If it costs ‘too much’ to keep people alive, you are subscribing to eugenics and actively are creating the conditions for death.

My position on this Bill:

I do not support it because it is automating and using AI and algorithms when people’s lives are at stake. Human beings need to review people’s plans and provide avenues for appeal.
