National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 987
Dear Committee Members,
My name is , and I am writing regarding the NDIS Future Generations Bill 2026.
I am concerned about the proposed 50% reduction in Social and Community Participation funding from October 2026, as well as the increased use of automated decision-making and algorithm-based planning without meaningful review or appeal rights.
I believe these changes risk undermining the core principle of the NDIS: that supports should be individualised, human-centred, and responsive to complex disability needs.
I am the parent of a 28-year-old daughter who has a profound disability and requires 24/7 one-to-one care and support.
She currently lives in Supported Independent Living (SIL) and attends a Day Options program five days a week. These supports are essential to her stability, emotional regulation, daily functioning, and ability to safely engage with the community. They also prepare her for a future without us.
Without her Day Options program, she would become increasingly isolated and spend most of her time at home, losing structured engagement, social interaction, and meaningful participation in the community. In-home support alone cannot replace these outcomes.
If these supports are reduced or become unstable, her physical and mental health are likely to decline, with increased dysregulation and reduced functioning. Over time, this would also increase reliance on hospitals, crisis services, and other health system supports, shifting costs rather than improving sustainability.
I am also concerned that automated decision-making systems will not adequately reflect the complexity of individual needs, particularly for people who require lifelong, high-level support. These decisions must remain grounded in human assessment, with meaningful review and appeal rights.
While I support the need for a sustainable NDIS, sustainability must not be achieved by reducing essential supports for people with the highest needs.
I respectfully ask the Committee to consider the real-world impact of these proposed changes and:
- Strengthen consultation with people with disability, families, carers, and service providers before implementing major reforms

- Retain funding for social and community participation supports
- Ensure Supported Independent Living remains adequately funded and accessible
- Maintain individualised planning processes by limiting reliance on automated decision-making, and guarantee meaningful human oversight and appeal rights
