About the Team

The Parliamentary, Ministerial and FOI Branch manages the relationship between the Agency and the Minister’s Office. It supports the Agency in meeting the Minister’s objectives and priorities by providing timely, objective and strategic advice. The branch ensures the Agency are meeting their obligations under the Freedom of Information Act 1982 (FOI Act) and for the Participant Information Access (PIA) Scheme.

About the Role

The APS4 Freedom of Information Officer (Labour Hire) will, under direction, assist the team in the coordination of Freedom of Information (FOI) requests made to the Agency and will ensure the Agency meets its legal obligations in relation to the Freedom of Information Act 1982 (Cth) [FOI Act].

The role will assist the team with Participant Information Access (PIA) requests made to the Agency and contribute to the development of the Agency’s information handling requirements.

The APS4 Freedom of Information Officer (Labour Hire) will have a considerable level of contact with internal and external stakeholders and will be required to communicate and provide advice on a range of matters to resolve moderately complex enquiries.

The position will provide operational and administrative support that is informed and directed by sound knowledge in areas and may undertake some research and analysis activities.

Responsibilities

Responsibilities may include but are not limited to:

  • Preparing and collating documents required to make FOI decisions in accordance with the FOI Act.
  • Preparing and collating documents required to make PIA decisions in accordance with the PIA scheme.
  • Preparing and drafting a range of other material including data reports, briefing material and correspondence.
  • Providing administrative support to develop systems, processes and practical tools including training to support FOI and PIA handling and awareness.

The position will perform work that involves team leadership and management responsibilities requiring the setting of priorities and managing workflows of a team.

The APS6 Freedom of Information Officer (Labour Hire) will, under limited supervision, manage relationships with stakeholders within the NDIA, Government agencies, the Ministers office and the Office of the Information Commissioner.

Responsibilities may include but are not limited to:

  • Assisting and making FOI decisions on complex matters in accordance with the FOI Act.
  • Assisting and making PIA decisions as a PIA delegate.

About the Role

The Branch Manager Ministerial Parliamentary and FOI is a SES Band 1 position. It is accountable to plan, lead and deliver highly complex outcomes, projects and work programs that have strategic, political and operational significance to the National Disability Insurance Agency (NDIA).

The Branch Manager Ministerial Parliamentary and FOI is a Functional Leadership position within the NDIA and has defined independence to make decisions within their area of accountability.   • Overseeing all aspects of the NDIA’s engagement with the Ministerial Offices through the three coordination points within the Branch.

  • Build and maintain regular proactive liaison and strategic engagement at the most senior levels of the agency, and relevant government departments and ministerial offices. It requires a deep understanding of the ministerial and political process concerning the NDIS and how to respond effectively to the needs of the Ministerial Offices, as well as ministers and parliamentarians more generally.
  • Communicate and engage with media and business areas to ensure consolidated responses are provided.
  • Liaison with Services Australia to align processes in relation to submissions, parliamentary processes and ministerial preferences.
  • Manage relationships with members of the public seeking a response to Freedom of Information requests.

Job Context and Environment

  • Achieving success in this role will require exceptional strategic thinking, analytical, liaison, communication and writing skills, as well as flexibility and resilience.
  • Deliver a comprehensive support program for the Agency through the ministerial and parliamentary functions, the management of all federal and state parliamentary queries on the NDIS and participant/provider issues, and managing the ongoing relationship with ministerial offices to provide timely and comprehensive responses.
