Matter For Decision:
Additional Disability Personal Care And Support For Participants Living In Residential Aged Care Facilities Prepared By Deb Connock Branch Manager Scheme Policy & David Cullen Chief Economist
Purpose: To seek agreement from The National Disability Insurance Agency Board on proposed price limits.
Recommendation: The pricing reference group agrees to recommend this decision be made regarding attendant care items listed as ADPCs when delivered at residential aged facilities versus community settings with no difference expected between them due to similar requirements under both Acts mentioned above.
**Background Information About NDIs Participant’s living within these facilities supported through two acts including NDIS Act which assesses participants’ supports stated plans provided additional services beyond those offered via aging care system funded by DoH under aged care act cross billing arrangement RACFs are responsible per their responsibility for providing personal care and ADPCS is considered assistance in self-care activities where there have been occasions wherein funding has included extra support deemed insufficient based upon delegate assessment of level needed.

The supports have been decided upon individually using existing category items. These can also come from providers other than those providing residential aged care services if needed, as determined through individual cases with funding decisions made accordingly.

(b) Over the long-term, the number of participant plans with ADPCS will reduce, as the
number of participants in aged care is reduced in line with the YPIRAC Action Plan. This financial impact is therefore likely
to reduce over time, given the Government’s focus that no younger people will be living in aged care by 2025.
