Plan for NDIS pricing improvements

The Agency delivered:

  • Independent Pricing Committee report
  • design and implementation of the SIL and Support Coordination Quality Supports pilots, and announcement that there would be a round 2 of the SIL Quality pilot
  • Commenced work on Blended Payments trial
  • Moved from a small number of data points to 10.5 million data points for therapy

2024-25

  • Quality Supports Pilots
  • Commence review of regional and remote pricing approaches review
  • Commence work on non-SIL Disability Support Workers and related supports price differentiation
  • Commence the Deep dive into therapy
  • Develop a consultation strategy with participants and providers to be incorporated into the 3-year work plan for release later in the calendar year.
  • Continue reviewing pricing in thin markets
  • Strategy for earlier release of annual pricing determinations
  • Deliver Blended payments initiative

2025-26

  • Release the priorities for the 3-year work plan
  • Early announcement of pricing adjustments

2026-27

Year three will focus on social and community participation, assisted daily living and plan management reforms.

There is a significant amount of related work occurring across the Department of Health and Aged Care and the Quality and Safeguards Commission and in conjunction with the NDIA including work on a market stewardship framework and regulatory requirements.

The pricing work will be rolled out in consultation with these other agencies.

Funding Periods Snapshot

Assistive Technology

The contents of this document are OFFICIAL.

In most instances, delegates should apply 100% of Assistive Technology funds in the first Funding Period of a plan. However, delegates should consider if:

  • there is a more appropriate Funding Period to apply funds in, based on the evidence provided and how the funding is being included in the plan (For Example: Via a Participant Budget Update case).

Here is an example of the first 18 months of a 5-year plan. This example includes $25,000.00 to fund a wheelchair in the first Funding Period of a new plan.

Therapy Supports

The contents of this document are OFFICIAL.

Funding for Therapy supports may include a combination of assessment and ongoing therapy. Assessment may be necessary to gather further evidence to make a decision about supports. For example, a Functional Capacity or Assistive Technology (AT) assessment.

Generally, funding for assessments is distributed to the first Funding Period and ongoing therapy funding is distributed evenly. To set this up use Custom Distribution.

Here is an example of the first 18-months of a 5-year plan using National pricing. (Check the NDIS Pricing Arrangement and Price Limits for Remote and Very Remote pricing.)

In this example the Delegate has funded $1500.00 for assessments and fortnightly physiotherapy.

Short Term Accommodation

The contents of this document are OFFICIAL.

In most instances, Short Term Accommodation (STA) is allocated to the first Funding Period for each year of a plan. This ensures the funding can be used flexibly because unspent funds will roll-over to the next Funding Period.

To set this up use Custom Distribution.

Here is an example of the first 18 months of a 5-year plan with three-month Funding Periods using National pricing (check the NDIS Pricing Arrangement and Price Limits for Remote and Very Remote pricing).

It shows 28 days of STA funded per annum at the ratio 1:4 including 20 x weekdays at $684.96 per day, 4 x Saturdays at $830.84 per day and 4 x Sundays at $1009.40 per day (total $21,060.16).
