When we say, early childhood intervention supports we mean Early Intervention Supports for Early Childhood which is an NDIS support we fund in NDIS plans for children younger than 9.

This article provides guidance for early childhood partners and planner delegates about:

  • completing the Personal Environmental Circumstances (PEC) case for Daily Support to assist in determining capacity building funding for early childhood intervention
  • the rights of the child
  • the responsibilities of mainstream supports
  • In-kind support
  • barriers to participation.

Careful consideration should be made when completing the PEC case to best reflect the child and their family’s actual circumstances and NDIS funded support needs. The PEC case is used to inform the draft budget and planner delegate reasonable and necessary decision making.

3 Completing the PEC case for Daily Support overview

The early childhood partner will complete the PEC case questions for Daily Support to capture information about a child’s current or future participation in early childhood education and care services (ECEC) and school settings.

PEC questions related to daily support will assist the planner delegate to understand the child’s mainstream participation and identify implications for early childhood intervention supports funding.

Early childhood partners should complete the PEC case Daily Support questions with care as these inform the Typical Support Package including for intensive early childhood intervention.

It is important for the early childhood partner and planner delegate to consider the rights of the child and mainstream’s responsibility when thinking about the NDIS supports needed for a child to access and participate in these settings.

3.1 What are the rights of the child?

Every child has the right to access, participate and be included in all aspects of community life. This is a right protected in the Disability Discrimination Act (1992). It supports children with developmental delay or disability to access and fully participate in ECEC services which may include out of school care, childcare, family day care and pre-school in the same way as other children.

Children who meet requirements for mandatory school attendance should be attending school for the required number of hours per week. It is a shared responsibility from all of us to ensure this happens.

As per the National Best Practice Framework for Early Childhood Intervention (external), the role of early childhood intervention practitioners is to partner with families and other support services to find ways to facilitate and support participation and belonging in everyday settings.

3.2 What are the responsibilities of mainstream supports?

The mainstream supports provided by ECEC services and schools are vitally important to children. Obligations of services under the Disability Discrimination Act (1992) (external) and the Disability Standards for Education (2005) (external) include making reasonable adjustments to support access and participation for all children, including children who have a developmental delay or disability.

Services are expected to consult with families to support identification of appropriate reasonable adjustments and address concerns as they arise. Raising Children Network website provides further details on Education rights for children with disability (external).

Examples of reasonable adjustments are:

  • using visual aids like photos and pictures to help explain things
  • installing equipment such as handrails to make moving around easier
  • changing spaces inside and outside so everyone can join in

  • implementing strategies to help manage behaviour.

3.3 In-Kind Support

School transport and personal care in schools are currently funded through in-kind arrangements. Report any current in-kind funding in the response to the PEC questions In-kind planning instructions – all jurisdictions (DOCX 749KB).

4 What is Daily Support in the PEC case?

Responses to the Daily Support questions capture information about a child’s current or future participation in ECEC services and school settings. Responses may prompt the early childhood partner or planner delegate to consider what other community or mainstream supports could be available to link the family to.

The responses will help a planner delegate to decide whether additional NDIS supports need to be included in the child’s NDIS plan for capacity building for these settings. This information can be relevant to decisions about funding for early childhood intervention, including early childhood intervention at an intensive level.

Responses can also provide a planner delegate with valuable information when considering funding for supports to sustain the caring role of families (Core supports).

4.1 Daily Support – barriers to participation

4.1.1 PEC Question: Are there identified barriers to participation in an ECEC or school setting because of the child’s developmental delay or disability?

4.1.2 Identifying barriers to participation

Barriers related to the child’s disability or delay may include challenging behaviours such as difficulty with transitions, emotional regulation or disability related health support needs such as feeding tubes or catheters.

If there are barriers that are not related to the child’s disability you can note this in the notes but do not answer yes to this question. For example, meeting the cost or managing the cost of ECEC or school fees.

Barriers related to the need for school transport or personal care in schools may be addressed through current in-kind programs.

4.1.3 Responding to the question

In the free text field, describe which behaviour or support need is creating a barrier to participation, how often it occurs, what strategies are currently used to manage it (if any), what additional support is needed, and the potential impact on the child’s participation or family wellbeing if the barrier is not addressed.

The free text fields have character limits. If more space is required, add the information to Internal note in the Activity log in the PEC case.
